Research On The Corruption Of The Rich Cadres In The Villages Govern By The Rich

Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has attached great importance to anti-corruption work and elevated it to the height of the death of the party and the country.At the second plenary session of the 19 th Central Commission for Discipline Inspection,General Secretary Xi Jinping specifically pointed out that "it is necessary to promote the comprehensive and strict management of the party to the grassroots level and severely rectify the corruption problem that occurs around the masses".As a grassroots cadre directly confronted and frequently contacted by the peasants in their daily lives,the village cadres are directly related to the party's image in the masses of the people.The anti-corruption construction of rural grassroots organizations is the cornerstone of the party's work style and clean government.The success of rural grassroots anti-corruption has profoundly affected the firmness of the party's ruling foundation,and has profoundly affected whether rural revitalization can be realized.The participation of the rich in rural governance has its inevitability.As a practice of rural governance,since the 1990 s,it has become the norm in rural governance in the eastern region,and in the rural areas near the suburbs of the central and western regions,this kind of scene has also appeared.As a village elite with excellent vision,strong economic foundation and rich social relations,the rich group gained the power to manage the village through democratic elections,and then weaved a set of power-interest networks,they steal the benefits of the project together with the village elite.It is necessary to study the corruption phenomenon of the rich villages cadres,especially the mechanism of its occurrence.Based on the existed research,in order to clarify this problem,this paper makes further analysis and research on the corruption phenomenon of the rich village cadres and its mechanism.From the perspective of principal-agent theory,this paper puts the corruption behaviors and activities of the rich village cadres under the analysis framework of corruption motivations-corruption conditions-corruption opportunities,and comprehensively and systematically displays the mechanism of the rich village cadres' corrupt behaviors.In the eyes of ordinary people,the rich are less likely to be corrupt as economically successful individuals,but the reality and existence of corruption of the rich village cadres proves the bias of this view.In addition to the common factors,this phenomenon must have its own special generation logic,and this paper is intended to show this logic.This paper holds the view that the rich village cadres' corruption is the result of motivation,condition and opportunity.Among them,the motivation of corruption is the psychological basis.This is because everyone is rational and selfish.In the market economy,the wealthy who have gained wealth through business has a stronger demand for profit,while local consensus' weak and national ideology's tension.The motivations of corruption in the rich village cadres are generated.The conditions of corruption are the conditional basis,including the conspiracy of the township government in the context of the project going to the countryside and the cadres of the rich villages,and the rational villagers' tolerance for the corruption of the cadres of being rich.On the basis of economic foundation and power,the rich village cadres wove the construction of the interest network to absorb the interests of the projects,that constitutes the rich village cadres' corrupt conditions.Corruption opportunity is the opportunity basis of corruption.In this paper,it mainly refers to institutional loopholes.This mainly includes the absence of the village supervision system,information asymmetry and system loopholes caused by insider control,which gives the rich village cadres corruption opportunities.Under the combined effect of corruption motivations,corrupt conditions and corruption opportunities,corrupt practices of the rich village cadres have emerged.This paper hopes to explore the mechanism of the rich village cadres' corruption,and to help the governance of its corrupt behaviors,so that the rich village cadres truly shoulder the heavy responsibility of leading to the rich,and promote the development of rural revitalization.
