Our country is now in the stage of rapid economic development and social transformation. As Huntington said, "Modernity breeds stability, while the process of modernization breeds turmoil." Mass disturbances happen occasionally due to the change of a series of factors such as the benefits pattern, the social control, the social differentiation and so forth. According to the forecasting by the experts concerned, the high-incidence season of group incidents will last till 2020 in our country. The rumoi in mass disturbances is a special pattern of manifestation of various social contradictions; it usually develops rapidly and causes great harm. Through rumors, a small accidental disturbance can usually be evolved into a mass disturbance. Whether the rumor in mass disturbances can be handled successfully will directly influence or even decide the result of coping with the group incidents; it has become an inevitable task for governments to timely monitor and correctly judge the rumor in mass disturbances when dealing with mass disturbances. At present, there are a lot of research and theories on the features of mass disturbances as such and the rumors in them, while the research and theories on the problems existing in governments’ handling the rumors in mass disturbances are relatively rare. Thus, this thesis, by virtue of the theoretical methods of the science of management, psychology, the science of communication and so forth, analyses some typical cases of mass disturbances, and seeks the problems existing in governments’ handling the rumors, with an aim to get some enlightenment.To be specific, this thesis consists of the following parts:First of all, this thesis expounds the connotation of mass disturbances and rumors, the factors that provoke rumors in mass disturbances, the features of the spreading of rumors and those of the rumors’ spreading subjects, as well as the harm of the rumors. The reason why the thesis expounds the above content is that they are the basis of researching the problems existing in governments’ handling the rumors in mass disturbances.Secondly, this thesis, through analyzing some typical cases of recent years, sums up the main problems existing in governments’ handling the rumors in mass disturbances, analyses the main problems, and finds out the reasons reflected from the problems, in order to provide basis for the countermeasures to be put forward in the next part.Finally, this thesis, aiming at the main problems existing in governments’handling the rumors n mass disturbances, puts forward some countermeasures. To be specific, these include establishing he principles of handling the rumors, establishing a new relationship between governments and nedia, establishing an efficient early warning mechanism of public opinion, taking the initiative to nect the information requirements of the masses, properly channeling unhealthy emotions and efuting rumors through measures aimed at extreme masses, all of which are supposed to provide ome reference for governments to handle the rumors in mass disturbances.
