Problems And Solutions Of Local Governments In Handling Of Mass Incidents

At present, China is in the economic reform, a prominent period of social contradiction. Due to increase various social conflicts triggered by the rapid growth of mass incidents, affect social stability. Local grass-roots government is to prevent and handle emergencies of mass incidents of the first line of defense, whether or not the grassroots level with the governance capacity of the strength of group events, intensification, and to quell a direct link. From the practice point of view, many grass-roots government staffs'work is simple, crude, which has contributed to the outbreak of mass incidents. Their performances are different and changeable in the real world. Local government, in the specific handling of mass incidents in the process, is difficult to achieve a better change on the spot. Without making interim response or adjustments on-site emergency contingency, group events can not be rapidly and effectively controlled, which often extended losses and invest enormous human and material resources. In view of China's current legal response to mass events, such as the weak sophistication of the phenomenon of institutional systems and regulations, the macro level of national institution building, re-integration of functions of various departments must be adjusted, to improve the handling of mass incidents of laws and regulations, to build viable populations of incident prevention and response mechanisms.In this paper, "6 ? 11" Mass disturbance in Zengcheng, Guangzhou was described in detail with how it happened, developed, escalated and to be quelled. Based on the case, the fundamental reasons and social causes of the event are deeply studied. This leads to the study of local governments in the handling of mass incidents.In the first part of this article, the background and significance of writing was described, with introducing the ideas and theoretical results of experts and scholars from domestic and abroad. Secondly, the concept of grass-roots government and mass incidents were analyzed. In the following part, "6·11" Mass disturbance in Zengcheng, Guangzhou was described in detail to analyze the problems and causes when the grass-roots government handle mass incidents. Then in the fourth part, appropriate counter-measures are proposed. The purpose of this paper is that by in-depth study of this issue, we can investigate the management difficulties of grass-roots government, promote grass-roots government truly to change and improve the design of the system, to take effective measures to improve services and management of human and scientific level and to build a socialist harmonious society.
