Western countries appear "social welfare disease" since the 1970 s, and many national financial overwhelmed. Thus they set off a wave of public service market, and proposed a concept of public services and public goods supplying to company. Then States began large-scale welfare reform,and government procurement of services also resulting. Since the 1970 s, China started to enter the aging society, appear a phenomenon of a sharp increase in the elderly population. Faced with the miniaturization of family size, the traditional pension approach has been unable to meet the growing demand for pension demand. While economic reform, Government can not bear the pension burden, and our country appears the situation of powerless. With the wave of Western administrative reforms filled, China has also started administrative reform. Since the beginning of the 1990 s, our country will practice the government procurement of public services. Shanghai Pudong New Area Social Development Bureau decided that Roshan public recreation centers management will be entrusted to the Shanghai YMCA in 1995. Shanghai YMCA receiving government pension services commissioned in 1998. It is that government procurement of services has the first time into our practice areas. So far, government has been over twenty years of experience of purchasing social care service organizations, and many researchers have been some achievements. With the economic development, people’s living standards improve, and the orderly’s world of ideas are gradually enrich. Basic pension provided by family and the State has been unable to meet the pension needs of the elderly, and the diversified and personalized pension needs of the elderly have become increasingly prominent. While in the past countries, organizations and scholars, although some of this concern,but they did not combine diverse pension needs of the elderly to government purchase of social care service organizations.In this study, a study on government-financed social services to civil society organizations with diversification perspective. Under the guidance of Maslow’s hierarchy of needs and welfare pluralism theory, and the collection of information through literature,questionnaire and interview, and the data were analyzed qualitatively and quantitatively. Studies have found some existing problems. First of all, the purchase of government social organizations exists in serving roughly and large differences between regions. The second, Government purchases support efforts to strengthen but the direction of Government purchase tend to popularity. The third, the Organizational capacity of our society crescendo, but they are still at an early stage, and services divorce from pension needs,and so on. This article explores the diversity of needs from the perspective of diverse needs in economic security, health care, life care, social interaction and participation. The survey found that the pension services of government and social organizations do not meet the needs of a wide range of old-age pension. Make recommendations in terms of pension concept, working mechanism, financial support, cultural of filial propaganda, and improvement of government-financed social services to civil society organizations pension services.
