Now, the pension issue has become the focus of attention, especially witheconomic development, increasing trend of population aging, the traditional model offamily pension under attacking, social pension resources have been far from satisfyingthe needs of the elderly diversified pension It faces a heavy burden on the socialpension. And in recent years, social organizations continue to grow, to expand theprovision of pension services approach. In the context, government adjustsadministratively to decentralized pension problems caused by the heavy pressure withthe power of social organization.In this paper, systematically expounded the government purchases pensionservices to the social organizations according to Cangzhou case by using of historicalanalysis, empirical analysis, comparative analysis, literature research and othermethods, after defining the concepts about pension services and theoretical basis. Forpension service inadequacies, by drawing on a wide range of Western countriespension services experience, improve the government’s proposed purchase of pensionservices to the social organization’s recommendations.This paper is divided into six specific parts, which is a key part of the caseCangzhou depth analysis. After intruducing the background that Changzhougovernment purchase pension services to the community organizations, analyzing offour aspects of the government purchases pension services to the social organizations,for example purchase motivation, the actors, the basic model and specific process. Onthis basis, finding potential problems and proposing improvement measures. Theinnovation of this paper is creating "2+3+4" three-dimensional pension service systemto improve the status of pension services in Cangzhou City.
