China's Local Government Purchases Social Organization Services Research

In recent years,with the of government functions,the government's purchase of social service has gradually expanded to pension,medical care,education,employment,etc.This innovative service model has improved public service,optimized the allocation of social resources and also satisfied people's demand for the diversification of public service.It is of great practical significance for our country to construct service-oriented government,improve service and accelerate the innovation of social management.However,various problems emerge during government's purchase,such as limited scope of public service,small amount of social organizations,limited ability of social organizations to undertake public service,the imperfection of legal supervision.These problems come to be the motivation and purpose of this study.This paper is composed of an introduction and a main body(four chapters).First of all,this paper reviewed concepts and theories related to China's local government purchasing services from social organizations.Then,this paper pointed out main problems for local government purchasing services from social organizations by studying the current situation,With reference to the US and Britain,this paper concluded experiences from foreign local governments purchasing services from social organizations.Based on that,this paper brought upseveral suggestions including self-construction of social organizations,promoting healthy development,optimizing environmentsfordevelopment,enhancing laws and regulations,improving supervision and standardizing organizations development etc so as to advance the long-term development of China's governments purchasing public services.
