Based On The Historical Experience And The International Practice The Super-Ministries Reform Enlightenment To Our Country

Putting forward to streamline the government organs, establishing Super-Ministry System with unified functions, and promoting the construction of a service-oriented government are the important strategies made by the 17th CPC National Congress and the Seventeen Second Plenary Session in deepening the reform of government administration system. In 2008, the party leaders passed a proposal on reforming of government institution which first put forward the pattern of the super-ministries function integration and reorganization. It is a critical first step in the reform of our country’s Super-Ministry System. In 2012, in the 18th National Congress our party puts forward the specific requirements of furthering promote the reform of the Super-Ministry System. Obviously, the reform of the Super-Ministry System has become the vane of the administrative system reform in our country. The Super-Ministry System is first born in the system of the developed public service oriented government which is the government system model firstly implemented by several developed countries in foreign market and from which the ideas, principles, methods and experiences can provide us experience and references. Therefore, the study faces the New questions and new situations existing in the current government administrative organization system, summaries the historical experience in the reform of the government organizations, draws lessons from foreign mature experience and good practice in some countries, and promotes the development of Super-Ministry System theory innovation and the practice in our country.This paper embarks from the introduction and explicit the thesis research background, research purpose, research ideas and research methods. The first part is starting from the introduction, which summarizes our country the super-ministries reform theory, the historical experience and reality challenge to the super-ministries reform in our country are analyzed, this paper discusses the new round of the real challenges facing the super-ministries reform, this paper discusses the enlightenment on the super-ministries reform in our country and draw lessons from the international practice, finally to put forward the strategy of promoting our country new round the super-ministries reform ideas and specific countermeasures.
