In February 2013, the Second Plenary Session of the 18 th Central Committee of the Communist Party had taken up and adopted <The Institutional Reform and the Functions Transformation of the State Council Scheme>; in March 2013, the First Session of the twelfth National People’s Congress had considered the <The Institutional Reform and the Functions Transformation of the State Council Scheme> and promulgated to public. Whereby the Super-ministries system reform had become the main issue of the community again. In the modern society, the government’s public service functions are more prominent. How to provide the public with higher quality and better public service products to satisfy the growing needs and new expectancies of the people become the primary task of the transformation of government functions, as well as the ultimate goal of the government to promote institutional reform. In the current society, various kinds of interest demands link and conflict, social needs are complex and changeable, after the Super-ministries system reform, the government how to run a more smooth operating mechanism to satisfy people’s diverse increasing needs become more and more urgent. Tracing back on the history of Super-ministries system reform of central and local government, easy to find that whether the central level or local level, the prominent problems in the super-ministries reform practice is the operating mechanism. Therefore, exploring the operating mechanism of the Super-ministries reform become a key issue. In particular, as “the important window " of observing contemporary China and the forefront of reform and opening up, the intensity of " Super-ministries” reform of Shenzhen is quite large. However, there are still some problems of the operating mechanism urgently needed to be researched and solved after the reform: the transformation of government functions need to be further implemented, the setting up of government department need to be improved, the relations inter-sectors and between city and districts concerning duties and powers need to be adjusted, and the number of leadership positions is difficult to meet the needs of government management and service. In this respect, based on the writer’s working experience in integrated service department of Party committee and government, this dissertation is trying hard to figure out a new way of solution to the issue by researching and analyzing and also using the public management theory. The writer expects that this dissertation could stimulate more valuable opinions from the public discussion.This dissertation is divided into six parts:The first chapter introduces the background of the research,together with the purpose and significant. and makes the current situation comparison of research between home and abroad. The second chapter is the theory analyzing part, theoretically analyze the Super-ministries operating mechanism structure, principle and conditions of insurance. The third chapter is the analyzing and comparing part, through the analysis and comparison of Super-ministries reform,especially the operating mechanism home and abroad, find out the conditions of operating mechanism, the foreign experiences and the insufficient in our country. Among them, the situation of the countries abroad including UK, Singapore and the regions domestic including Hongkong, Yangpu, Shunde. The fourth chapter relating to the case of Shenzhen, focus on analyzing the problems existed in Super-ministries operating mechanism. The fifth chapter, based on the principles、conditions in the second chapter, the comprehensive comparison home and abroad and the foreign experience in the third chapter, especially the “problem analysis” in the fourth chapter, put forward to the point some countermeasures to improve the operating mechanism of the Super-ministries reform in Shenzhen. The sixth chapter presents the conclusion and prospect.
