In recent years, as China’s economic dependence on foreign trade is increasing, and e-government applications focus from a single department of government information network inter-departmental steering operation is increasingly clear, as the representative of the electronic port cross-sectoral national e-government construction has been rapid development. However, due to the lack of relevant theoretical research, in actual operation also lacks empirical test, for application projects, especially cross-sectoral, one-stop public service category value of the project evaluation has been carried out performance evaluation of e-government is difficult. Meanwhile, the electronic ports and other public service platform attribute analysis on planned projects and construction of public funding and other important issues, but also lack the necessary analysis, has not yet formed an effective operation mechanism.In this paper, the local electronic port construction in Hubei major problems currently facing departure, the use of public management theories and methods related to the field, learn from others in the field of e-government on the basis of research results, through the current major e-government assessment methods were compared analysis, should be used valuation method (CVM) class of applications for public service value of the project in advance quantitative assessment, and to " E-port network in Hubei assisted audit system " as an example an empirical study.Text is divided into 5 parts.The first part is the introduction. This part of the contents of the main topics of this study is to explain the background to the development of e-government introduced the situation faced by electronic port from Hubei to the main challenges facing e-government construction starting proposes a common problem faced:the lack of application value of the project in advance means of quantitative assessment, which in turn explains the purpose of this study, the significance and methods.The part describes the project and the local electronic port and valuation-related research status and literature. Introduction of electronic port and e-government projects valuation research status, citing this research covers theoretical basis.The second part of several major e-government assessment methods were compared. Through the assessment phase, assessment objects, assess needs and other three aspects of the applicability of the pros and cons analysis to prove CVM is a class project in advance of public service value assessment of best practices.The third part of Hubei electronic port planning project for qualitative analysis. Introduced electronic port planning projects in Hubei, through the analysis of planned projects to determine the non-competitive and non-excludable public goods properties, and then the use of public expenditure theory, expenditure proposals.The fourth part of" E-port network in Hubei assisted audit system " as a case for the quantitative assessment of the project value. This section introduces the existing business processes, the use of public goods theory and theoretical analysis of public expenditure of the project’s public expenditure on product attributes and propose ways. Then use valuation method (CVM) in Hubei local electronic port planning project for quantitative analysis. This section focuses on the questionnaire design ideas, described the investigation process, and through a pooled analysis of survey data obtained project proposal, the survey also introduced the two discoveries.Part V of this study are summarized. Statement of the main conclusions of this study-in the public service category e-government applications for project approval stage of its quantitative value assessment is the best way CVM, describes the contribution of this study, the study concluded that the two point inadequate.
