Research On The Ceke-port Of Inner Mongolia In The View Of New Public Theory

Port bear the responsibility of national trade and personnel exchanges between nations, and is an important source of state revenue. Thus, whether government manage the port scientificly and effectively is the most important thing. This thesis firstly summarizes the managing situation of CeKe Port in Inner Mongolia, then analyses the problems and the reasons of the CeKe Port by New Public Service Theory and the fact finding of the management of CeKe Port. This thesis also proposes four counterplans as follow: first, establishing the management mechanism which uses the pursuit of public interests as the ultimate goal. Second, perfecting the information disclosure system and the third-party supervision mechanism. Third, establishing the port system construction mechanism of citizen participation. Fourth, introducing the management concept that people are more important than productivity.This thesis has five parts. The first part is the introduction of background, the research significance, the research present situation, the structure arrangement, and the difficulties and some innovations.The second part is the basic concepts and theoretical overview. The application of the New Public Service Theory is expounded comprehensively basic on the concept defining of port management, the port management by government,etc.The third part introduces and evaluates the natural condition, economic condition and the management condition of CeKe Port in Inner Mongolia.The fourth part analyzes the problems of the management of CeKe Port and the reasons by the New Public Service Theory.The fifth part proposes counterplans to solve the problems of the management of CeKe Port in Inner Mongolia. This part gives some Suggestions for solving the problems combining with the contents above .
