Study On The Dilemma And Solution To Collaborative Problems In Regional Ecological Governance

With the process of globalization and China’s economic and political system reform, our country has entered a rapid transition period,during the time the most notable characteristic of which is the opportunities and crisis co-exist,and public problem and public crisis stand out.Various kinds of cross regional,inter basin and inter regional problems came out,which need more comprehensive management.But previous governmental governance cannot effectively deal with the complex changes in the public affairs. Since the reform and opening up policy thirty years ago,our economy has a sustainable and rapid growth,while in this process a series of ecological problems caused by the inefficient economic development pattern.As the largest developing country,the construction of China in the process of industrialization and urbanization caused the problem of air pollution,water pollution and such waste of our resources. The solution to the problems of governance in the ecological area has the significant theory significance and the practical significance.Ecological and environmental problems has features of high permeability and large space,belonging to the typical public problem. In addition,the ecological environment is closely related to different interests,and every part has asked to join the governance of ecological problems.Therefore ecological management model need to establish multi-level and multi-subject participation.However,the practice of the ecological problems in the multi-govermance path faces three difficulties: firstly,cooperation will lead to differences in the concept of low value of each governance subject between each other;secondly,contradictions and conflicts of interest between each governance subject preferences lead to difficulties to resolve ecological problems;thirdly,the lack of linkage system of comprehensive control of ecological problems.According to the governance dilemma above,based on the theory of public goods,this paper wants to observe the several basic problems about ecology in multi-collaborative governance from three dimensions:the concepts of governance,interest structure and institutional change, by using literature research method,case study method and qualitative analysis method.Firstly,why multi-collaborative governance could happen. Secondly,what has happened in the development process of the regional ecological environmental governance mode,what is the the effectiveness and problems at the present stage. Thirdly,analyze the regional ecological environment governance dilemma.Finally,how to resolve the dilemma in the cooperation process for the governance subject and how to achieve effective coordination in regional ecological management,and based on which sum up the multi-collaborative governance solutions and theoretical framework. It points out that only by cultivating the common value and eliminating the differences in philosophy,by constructing the interest balance and eliminating the conflict of interest,improving multi-collaborative system arrangements can effectively solve the current ecological issues and collaborative governance practice.
