The report of the Fourth Plenary Session of the Nineteenth Central Committee pointed out that following the trend of the times,adapting to changes in the main contradictions of our society,taking over great struggles,great projects,great undertakings,and great dreams,we will continue to meet the new expectations of the people for a better life,and overcome all advancements This kind of risk challenge requires greater effort in upholding and improving the socialist system with Chinese characteristics,advancing the modernization of the national governance system and governance capabilities.In the process of promoting the modernization of the country's governance system and governance capabilities,the role played by the governance subject is crucial.As the natural subject of China's governance,the government is the basic force of national governance,and its governance capabilities profoundly affect the development of the region.At the same time,the current pluralistic social governance pattern emphasizes that the power of social subjects is an important part of governance of social public affairs,and the participation of social subjects in social governance is an irreversible trend.With the advancement of comprehensive deepening reforms,major achievements have been made in China's economic construction,and regional integration has closely linked the development of various regions.But at the same time,regional public crises are often unexpected,such as the new coronary pneumonia epidemic crisis,which seriously damages the public interest of the society and the personal interests of citizens.In particular,the complexity,comprehensiveness,and relevance of regional public crises in China are becoming higher and higher at present.The level of synergy between the government and social actors directly affects the effectiveness of crisis governance,enhancing the diversified forms of social entities participating in governance,and building scientific and efficient The multi-agent collaborative governance mechanism of regional public crisis is imminent.Based on this,this article aims to realize the modernization of the regional public crisis governance capability and governance system in our country.The following discussion is conducted: First,from the perspective of collaborative governance,the necessity of multiple actors to participate in regional public crisis governance is analyzed,and at the same time,according to China 's governance of regional publiccrisis The existing mode of government-government-led,active participation of social subjects,divided the rights and responsibilities of multiple subjects to participate in governance,and explored the roles and functions of government,non-governmental organizations,enterprises,citizens,and the media.Secondly,on the basis of the logic of multi-agent participation in regional public crisis governance,analyze the current dilemma of multi-agent cooperative governance in regional crisis governance in China,respectively in terms of policies,regulations and practices.Policies and regulations are mainly reflected in the lack of guidance on specific practices in policy documents,the lack of legal and regulatory guarantees for the participation of multiple entities in crisis governance,and the importance of regional cooperation agreements and other texts that tend to ignore the importance of social entities participating in governance.In terms of practical operation,there are mainly problems such as incomplete transformation of inter-subject collaborative thinking,collaboration capabilities to be improved,weak overall linkage of collaboration,and disordered collaboration process,which have affected the expected effect of crisis governance.Finally,according to the above dilemma,put forward countermeasures and suggestions for the multi-agent participation in regional public crisis collaborative governance,including updating the subject governance concept,clarifying the relationship between subject rights and responsibilities,strengthening the construction of policies and regulations,optimizing the development environment of social subjects and improving the regional subject cooperation mechanism To provide a reference for perfecting the coordinated governance system of multiple subjects of regional public crisis in China.
