With the urbanization process unceasingly speeding up of Nanning.It is the city who won the UN habitat award and China-asean expo permanent home.It’s development gradually get more and more countries and city’s attention.At the same time,It attracted more and more floating population and farmers into the city to looking for development opportunities.Their first choice is to be a mobile unlicensed vendor.As it is Minimum threshold and minimum cost and the most flexible operating method.It can solve the problem of their survival, and have the opportunity to look for new development.But because of its overall culture quality is not high, the legal consciousness is not strong. They often affect the management and development of the city in the process of stalls.And different interests often cause violence enforcement and violence resistance, even causing casualties when urban management personnel take some measures to manage them.To a large extent, It increased the difficulty to the management and urban administration.In order to achieve the stability and harmony of Nanning.This paper tries to use Mary Parker Follett’s conflict management theory to analysis the conflict between urban management personnel and mobile unlicensed vendor.And put forward relevant countermeasures.This paper is divided into six parts:The first part is analysis the research background,research meaning and the research at home and abroad of the conflict between urban management personnel and mobile unlicensed vendor.The second part is provide the concept and content of urban management personnel,mobile unlicensed vendor and Mary Parker Follett’s conflict management theory.The third part is research the Conflict forms and harmfulness between urban management personnel and mobile unlicensed vendor.The fourth part is analysis the the surface and deep layer reasons of the conflict according the conflict management theory of Mary Parker Follett.The fifth part is learning the vendor management system and experience of United States, Singapore, India and Hong Kong.The sixth part is put forward uniting management countermeasures from Set up the ideas of integration, To strengthen the construction of legal system, to realization the uniting of the legislation and law enforcement, Strengthen team construction and transformation of the mode of governance, to realization the uniting of the urban management law enforcement and the vendors right, To improvement related benefits and the national support system, to uniting the government management and support functions, Using the power of the group consultation solve the problem of conflict, realizing the function of government departments and social organizations uniting to shift conflict situation.
