With the economic system reform and the continuous progress of urbanization process,the city emerged a large number of laid-off workers,migrant workers and other social vulnerable groups.The low cost and fast returns of the vendors are attracting a large number of vulnerable groups and the total amount is increasing.However,with the increasing number of mobile vendors,the problems of urban mobile vendors' management have surfaced and become an important problem in the current urban governance.This paper takes the theory of new public service and the theory of governance and good governance as the theoretical basis.Taking the student street in Cangshan District of Fuzhou as an example,this paper analyzes the problems and causes of the current urban mobile vendors'management and draws lessons from the experience of domestic and foreign urban mobile vendors so as to put forward the corresponding countermeasures.The study shows that the governance of urban mobile vendors in China is faced with the difficulty of maintaining the governance effect,the dilemma of the mobile vendors,the dilemma of law enforcement personnel identity,the conflict of law enforcement and so on.The root of the study is that the governance philosophy is lagging behind,the relevant laws and regulations are not perfect,urban management law enforcement departments are not in place,the participation and supervision mechanism is not perfect,the government support for the mobile vendors is not enough and so on.Therefore,in order to solve the problem of urban mobile vendors,we must do the following:firstly,to change the concept of urban mobile vendors;secondly,improving the relevant laws and regulations on the management of urban mobile vendors;thirdly,to strengthen the construction of urban management law enforcement departments;fourthly,to open up the channels of public participation and improve the supervision mechanism;fifthly,to increase the support for the mobile vendors.
