Since reform and opening-up policy has been carried out, cities’ rapid development makes the city management to be the important base of social work,while the governance of street peddlers is the major part and the priority of city management, and the difficulty of its management is self-evident. From the city government’s point of view, ordered and neat city mores is both satisfied with public’s expectation and requirement of city environment, and it provides clean city environment to merchants, what’s more it reflects the government’governance capacity. From the street peddler’s point of view, this is the only source of their live, and this kind of business can guarantee their whole families’ basic need. The government and street peddlers both cannot share a common point on various occasions. In terms of city management, government conflicts with the street peddlers day in and day out, this is just like an endless game of“catch me if you can”. Although city management department has adopted the way of strictly prohibited and radical reform, street peddlers still exists as a social phenomenon. Such social contradictions and conflicts will be thedevelopment of society, growing, and ultimately will make the government’s image severely damaged. Such as the search for "urban management hit" "violent resistance" and other words or on the Internet, you will find thousands of news and information, causing the main reasons for these events is due to poor management caused by unlicensed vendors.This paper applied document study, questionnaire and interview methods,took the street peddlers governance as the study object, and took the situation of Minhang district as a case study. We used the governance theory to analyze and demonstrate.In this paper, literature research, questionnaire and interview methods to mobile vendors governance as the research object, the status quo in Minhang mobile vendors as a case study, carried out by means of governance theory analysis and demonstration, is divided into six chapters: The first chapter is an introduction, focuses on the background and significance of this study,while a summary of research methods and ideas in this article; second chapter of the theory of social governance; various mobile vendors of existing governance models were analyzed and compared; further propose new mobile vendors urban governance model and governance framework. third chapter, make full use of the survey and interview data from regional characteristics Minhang mobile vendors governance, basic conditions, management and other aspects of reform practice analysis, profound analysis of the real state management Minhang mobile vendors and causes problems. Chapter IV, based on research and mobile vendors psychosocial investigation of the above analysis, further proposedstrategy for good governance mobile vendors governance. Through rationally distribute the power to the different governance body, encouraging the interaction of government departments, remarket and public organizations. We also structured six new mode of governance, proposed the solutions from the following aspects:Perfecting the city management enforcement system, innovating city management concept, establishing public participation in the peddlers’ governance mode, and improving the public service. This study provided reference for building harmonious street peddlers’ governance in cities.The final chapter epilogue analysis of two to four chapters summarize.
