Vendors economy as a kind of traditional forms has the rationality and necessity ofits existence. Now law enforcement target of the governance of vendors is tried to banmobile vendors, to build a "no booth city", and to pursuit the itinerant vendors all over theicities, the "cat and mouse game" is an improper role positioning. Cui Yingjie case, XiaJunfeng case, linwu farmers’ case, each case has proved that vendors urban managementlaw enforcement is in a dilemma. Urban management officers have a poor image, lawenforcement effect is not explicit. Meanwhile, the urban management enforcement of legalbasis is not clear. The law enforcement main body have many defects. The causes of thedifficulties are diverse. Vendors are vulnerable groups, confronted with the urbanmanagement enforcement, public shows more sympathetic to the vendors; Urbanmanagement personnel has long been under the thinking of official position and lack ofthe new concept of" service government "; poor social supervision channels and short ofinternal supervision of administrative system. Many reasons caused the formation of thepresent predicament, on the surface the mobile vendors seems to be a small problem,actually it involves many major contradictions in social and economic life, and we cangive some advices for this problem in the legal level. It is imperative to legalise the flowvendors. Delimiting the flow vendor stalls area and providing supporting infrastructure isthe responsibility of the government. Training vendor community autonomousorganization of industry and giving a try to method of vendor managed by the vendors arealso the efficient strategies. Urban management officers should strengthen theself-building, make sure the proper business entry, strengthen the job training, and refinethe responsibility of rewards and punishments. On this basis, the perfect and practice ofinformation disclosure, accept the supervision from the public, also can prevent illegal lawenforcement and improve the urban management’s image. The excessive concentration ofpower of the government is also one cause of the ills currently. The proper devolution andthe return to the community unit governance structure can effectively solve the problemscaused by mobile vendors urban management law enforcement.
