The Study Of The Open Of The Three Public Consumptions Of Wuhan Municipal Executive Departments

The open of "The three public consumptions" is a legal obligation of the Government, which is the central part of managing state affairs according to law and an important condition for the citizens’ rights to be well informed and protection of the normal operation of democracy. It is also the entry point of a clean and honest administration anti-corruption. In recent years, the party and the government continue to emphasize "open", central government departments and local governments also stress the requirements of the three public consumptions in different levels. They made the open of the three public consumptions as one of the core information in disclosure of government information. People’s Government of Wuhan is actively open the three public consumptions of its apartments on its local website.This article selected 101 copies of the three funds of 42 apartments in Wuhan municipal executive departments altogether as a sample to do content analysis, which included a period from the year 2010 to the year 2013. Combined with the international common data standards, integrated using the method of content analysis, literature study and descriptive statistical analysis to analyze the integrity of the text, corporeality, timeliness, convenience, understandability analysis. The results show that in general, the quality of the three public consumptions has increased each year, but there is still a gap from the international standards, which mainly for simple and general content, not enough refinement, it is difficult to achieve cross-examination, the public is hard to understand, lack of details is the biggest and most central issue.The study contains five parts. The first part is an introduction, which is to study the background and significance research status, research methods all over the world. The second part is an overview of the theories and methodology to mostly clear the true meaning, understand the related theoretical basis and content analysis. The third part is based on a clear analysis of the contents of the entire study design and straightforward presentation, published in conjunction with internationally accepted data and systematic to establish the basis of the research part. The fourth part is the empirical research and analysis, comparing the vertical and horizontal dimensions of time to analyze the three public consumption’s integrity, corporeality, timeliness, convenience, and understandability in order to find some rules and problems. The last part of the analysis is based on the previous analysis to make the appropriate conclusion, and find the reasons to put forward corresponding measures based on the analysis results. To improve the three public consumptions’ scientific and standardized, it should be dealt with the following three aspects:improvement of relevant laws and regulations to guide the three public consumptions for good standardization; emancipating people’s minds, pay more attention to public supervision; forming a mechanism to protect it to be standardized.The primary innovation points of this thesis is on the one hand compare the GDDS (General Data Dissemination System) and the text of China’s information, build data analysis of quality indicator, and set the main body using a framework of the data analysis; on the other hand, use the content analysis and descriptive statistical methods to do the research on the scientific and systematic of text quality.
