Since entering the new century,the issue on the publicity of “the three public consumptions” attracts the public's huge amount of attention with the government information having been greater disclosed,In recent years,the publicity of “the three public consumptions” has been implemented in city and county governments who play essential roles in administering the country as the basic cell of a nation.However,from central government to county government,the effect of the publicity of “the three public consumptions” gradually declines step by step.The main reasons are that the county government is lacking in motivation and initiation and the effectiveness of the policies central government formulate recess in county government.In order to explore the current status of the publicity of “the three public consumptions” in county government,the thesis introduces a new word“transparency”.Through reviewing related literatures on “the three public consumptions” and the transparency of “the three public consumptions”,the theses define and interpretation the connotation of the transparency of “the three public consumptions”,putting forward the core issue the paper will research.According to the current situation of the publicity of “the three public consumptions” in domestic,the paper clarifies the main achievements it makes and the problem it causes.Besides,taking the transparency of “the three public consumptions” as starting point constructs the evaluation index system of the transparency of “the three public consumptions” in county government.Through marking and factor analyzing of the samples selected from 76 counties in Jiangxi province,I find that the transparency level of “the three public consumptions” is low in county government.The county government has little consciousness of auditing the expenditure of “the three public consumptions”.The data of the publicity of “the three public consumptions” are not detailed and full of concealment.Besides,the government has few interaction with the public on the issue of “the three public consumptions”.Now the improvement of the transparency of “the three public consumptions” mainly depends on some officials' consciousness and pressures from superior government and public opinions rather than make good use of official website in publicizing the data of “the three public consumptions”.The thesis unearthed many problems by theoretical and empirical analysis.The legal norms are still imperfect,some of which even impede the publicity of “the three public consumptions”.Some officials still keep official standard consciousness;lack of sense of responsibility and the public are devoid of initiative consciousness.The system needs improving as a result of a shortage of auditing,reporting and supervising system.The information technology level is low.The government pay little attention to e-government construction and invests lowly,which lead to the poor network infrastructure and a lack of talents and technology.Based on these problems mentioned above,I put forward some strategies to further improve the transparency of“the three public consumptions” in county government,including establishing the ideological basis of improving the transparency of “the three public consumptions”,transferring the government officials' tradition concept,encouraging the public take active part,consolidating the implement of the system,making more efforts to improve the publicity of the data,strengthening the constraints,constructing the assurance system and expanding public channels.
