How to improve the relationship between cadres and masses and carry out the mass line is a major issues which has always been concerned seriously by the cadres. Since the mass line education activities was developed, many regions of our country has appeared many new style and ways to improve the relationship between cadres and masses, appearing a flowering of different ways in the course of the mass line practice. But the typical experience around these places still remains dispersed, single state and lacks of institutionalization. The mass line urgently need to translate into the specific system to easily be operated and summarize and innovate new model of relations between the cadres and the masses.Mao Zedong Thoughts of the mass line contains profound leadership connotation, and its problems and methods of leadership has important guiding significance for cadres’ lead. So the mass line leadership pattern establishment has been provided with theoretical basis. the leadership pattern consist of leadership goal, leadership power, leadership process, leadership methods and leadership mechanism and so on, and the clear leadership goal is the starting of the mass line leadership pattern; the leadership power is the basis of the mass line leadership pattern; the scientific leadership process is the operation core; the specific methods of leadership is the operation key; the good leadership style is the security; and the good leadership mechanism is the support.The mass line leadership pattern is a operable leadership model set up based on the rich theoretical. Pudong Heqing town "1+1+X" model is the specific operation and practice of the mass line leadership pattern, we could summarize much valuable experience worth through the Pudong Heqing town, but still also found some problems in the specific implement process of the mass line such as lacking of initiative, the simple investigation and the incomplete relate system. We need still improve the below factors, firstly, establishment a long-term learning mechanism, secondly, contact direct with the masses mechanism and the incomplete related mechanism. Therefore, the institutionalization and standardization of the mass line still requires us to constantly explore and improve gradually in the practice process.
