On Changes Of The Fuctions By People’s Mediation

In eyes of early sociology functionalists, society is just like a life organism, each parts of the organism can meet some kinds of hunman needs, which have a close relationship with the whole organism. As one part of the social systems,the people’s mediation system is satisfied for some kinds of humamn needs just like the other social systems. Also,it is precisely because of this,the people’s mediation is equipted with some certain functions, and the functions of people’s mediation will change with the development of society too. According to this logic and the features of people’s mediation’s functions, the history of the development of people’s mediation can be divided into three periods, including period of political mobilization, period of economic construction and period of stability. In the fist period, impacted by the political tensions,the polotical function of the people’s mediation ws very prominent. In this period, the activists as mediators played an important role in resoluting disputes, and their mobilizational working stytle was brought into disputes resolution as well, this leaded to the people’s mediaton was oftten used to mobilize people and help the Communist Party with their revelutionary activities. By contrast, in period of economic construction, the people’s mediation seemed closer to a dispute resolution method, it concernsed more about the matters in dispute itself and the benefits between participants, but not the polity or some other things.What’s more, with the position of law became higher and higher, the people’s mediation emphasized more about voluntary, justice, the reasonable and legitimate in consulation. While in the new century, the stability of society is becomming more and more important, even has affected with the development of economy. Because the goverment can’t hand the complex and rigorous situation alone, so as a social stability control method,the people’s mediation is served for stability of the whole society as well.
