The Governance Of China’s Urbanization Process In Rural Public Problem

Ever since the reform and opening policy, people’s living standard has increased significantly as the result of rapid socio-economic development in China. Meanwhile, new problems spring up constantly and more and more factors would lead to the social instability while public emergencies in rural areas come up sometimes as well. Public emergencies in rural areas can also be called rural public crisis or unexpected community incidents, which refer to massive and influential resistance for interest-appealing in rural areas and local conflicts under the condition of common benefits for the republic. Being a big agricultural country, the stability of rural areas directly determines the realization of harmonious society and new socialist countryside construction. During the manifestation of urbanization process in governing public emergencies in rural areas, this paper applies case analysis method, document analysis method as well as historical analysis method and refers to the theoretical basis of Administration Science and Sociophysics as reference. And the content of this paper is arranged and illustrated in three parts.Part one mainly manifests the introduction and relevant concepts and theoretical basis which covers chapter one and chapter two. This part mainly introduces the background of the topic, significance for selecting this topic, current research, research methods, potential innovations and insufficiencies, defines the public emergencies, public emergencies in rural areas, public crisis and urbanization; elaborates the basic contents of Social Combustion Theory (hereafter referred to as SCT), Network Governance Theory and Good Governance Theory.Part two mainly analyzes the evolution process of public emergencies in rural areas, external causes, governance framework for public emergencies in rural areas, which covers chapter three and chapter four. This part reviews the evolution process and phase features from the foundation of China to the phase of urbanization construction; proposes the four main causes for the outbreak of countryside public emergencies in urbanization process, including land requisition, housing demolition, agricultural subsidies issuing, villagers committee election problems; summarizes the existing main body for the governance of public emergencies in Chinese countryside, namely the government, basic mass autonomous organization, civil authorities; and takes SCT as reference to bring the analysis on governance mechanism for public emergencies in the countryside of China by comparison with crisis evolution process.Part three, consisting of chapter five and chapter six of the main body, is the crucial part of this paper. This paper carefully selects the typical examples for the public emergencies in the countryside of China and comes into the points by key case of’death crime for land requisition in Pingdu of Shandong Province’. According to the reflection on death crime for land requisition in Pingdu of Shandong Province’, this paper reveals the existing problems during the governance for public emergencies in rural areas, including administrative coercion, post-management, government undertaking and top-level design. By the inquiry and reflection for the causes of these problems, this paper proposes the countermeasures for improving the governance of public emergencies in the countryside of China, of which the countermeasures involve the perfection of precaution mechanism for public emergencies in rural areas, promotion of the diversity for governance subjects, improvement for basic mass autonomous organization, promotion of agricultural production and emphasis on information technology and so on.
