Research On Online Public Participation In Public Emergencies And Its Management Strategy

Online public participation in public emergencies is a product of the current social transformation and development of the Internet.It brings a brand-new administration environment to the governments from central to local.The present debate of academic still focuses on the representation and functional aspects of online political participation.Some academics and public believe that online public participation in public emergencies will make government information more,government affairs more transparent and the public's right more powerful,and believe that political power can therefore be changed.Meanwhile,some groups tend to be cautious about it.On their opinion,the aspirations reflected from this activity,is just of the people who are able and willing to speak,so that cannot be equated with the wishes of all.In addition,actually,the processes and results of similar public emergencies are not quite the same,or even opposite,which makes it necessary to study on the related theories.This thesis builds an analysis framework for online public participation in public emergencies.The analysis is based on three classical cases,which are the PX project in Maoming city,Wenzhou CRH events,and telecom fraud on a student named Xu Yuyu.Within this framework,this paper compares the background of these events,the propagation mechanism,the nature and levels of the events,and analysis from the aspects of public awareness,public participation quality and so on.This thesis shows that,while online public participation in public emergencies has the ability to promote the development of public administration,it may also hinder the policies beneficial to the people.Government's guidance of public opinion,the values of the participants and the opinion leaders,and the institutional constraints on online participants,are the factors playing important roles in the different participation results.And on this basis the thesis tries to study on online management strategy.This thesis reflects that it is necessary for public administration departments to implement policies on scientific technologies,related laws and regulations,citizen quality improvement,and government guidance.And by these methods,the public administration departments can realizes the aim as “from the mass,to the mass” in policy-making,culture rational thinking of the online public,build correct social values,and further build a harmonious society.
