With The Construction And Loss Of The Village Cadres’ Rural Governance Authority

This paper focus on the development process of the land requisition event in village Yaozishang of Shanxi Province to study the procedure of the village cadres for the construction and loss of village authority. Combed the interest relationship in the land requisition between village cadres and villagers. Analysis the authority on the basis of the interest relationship. And through the conflict of land requisition event to analysis the vulnerability of the village cadres of the village authority construction, in order to interpret the inherent logic of the construction of the village cadres of village governance authority and explain the role of the cadres in the complicated interest relations. In order to analyze and explore the cause of the authority vulnerability of the village cadres in rural governance.This paper argues that village cadre plays a dual role of "manager" and "agent" in rural governance in rural governance. On the one hand, China’s rural areas is the villager autonomy system, village cadre is the result of the villagers’ democratic election, Therefore elected village cadre undertakes the responsibility to safeguard the interests of the villagers. Who plays the role of "manager", for the village cadre, which is also an important way to obtain the village authority; On the other hand, China’s existing political system clearly pointed out that the township government is the most grass-roots administrative institutions, the township government and village committee is the guidance and assistance, so when the village cadre performes the task of township government, he plays the role of "agent". This greatly influences the construction of the village cadre’s village authority. When the village and the villagers’ interests are consistent with the interests of the township government, the interest is controllable, village cadre actively maintain the village and villagers’ interests can deepen the village authority. When the village and the villagers’ interests conflict with the township government, the interest is not controllable, in the two sides cannot be reached the win-win results through negotiation, If village cadre still adheres the interests of village and villagers, the villagers will strengthen the authority recognition to him, but the sustainability of rural governance power can be affected. In this case the village cadre is likely to maintain a neutral stance in an attempt to maximize his own interests. It is this dual role and uncontrollable interests restrict the construction and deepening of the village cadre’s authority.In recent years, with the development of the villagers’ self-governance, the village committee members produced mainly through democratic elections of villagers. Although to some extent makes the construction of the village cadre’s authority is not completely rely on the township government, villagers get more political rights, the township government still have larger influence on the village, the village committee and the village major leaders. The state remains in a large extent controlling the rural political life and social life.
