With the continuous reform and promotion of China's market economy and the promotion of Rural Revitalization Strategy,the rural problems are prominent.In the new stage,village cadres are constantly changing their roles to match the functions required by the current situation.Through the research of village cadres' duty behavior,we can clearly define the role orientation,function orientation and function orientation of village cadres,making the work of village cadres more standardized and efficient.In addition,the village cadres are the village elite,which play an important leading and exemplary role in the village,after the capture of the village cadres,rural issues have a important starting point.Finally,it is also beneficial to enrich the research content of village cadres in different periods of China,and provide useful reference for the follow-up academic research.In this paper,it's based on the investigation of the X County,by observing and making sense of the actual state and nature of village cadres' behaviors in rural governance in reality,this paper clarifies the logic,connotation and feedback of village cadres' subject behavior in the process of rural governance.The first chapter mainly introduces the purpose,significance,research framework and research ideas of the study.Based on the analysis of domestic and foreign related research literature,it proposes to analyze the main body of the village cadres through the analysis framework of “role-behavior-institution-structure”.And it also explains the behavioral logic of how the village cadres,who are the micro-actors,combine individual subjective initiative with the structure of the macro-system with rural governance theory,“embedding” theory and expectation theory.The second chapter mainly explores the intrinsic motivation,external performance status,and behavioral characteristics of village cadres' job behavior.First of all,by explaining the behavioral motives of the village cadres,the position and behavior of the village cadres,the role of the village cadres is ambiguous and vacillating,and their behavioral logic is for self-interest;Based on the analysis of the characteristics of village cadres' duties and behaviors,they demonstrated the multiple roles of village cadres in the face of multiple environments,the country,rural society and family,and the patterns of complex behavior choices,highlighting the “conflict,flexibility,and controllability of job behavior”,authoritative,mandatory,democratic,arduous,and complex." The third chapter mainly analyzes the influencing factors of village cadres' job behaviors.Based on this,it puts forward six factors that influence the job responsibilities of village cadres: the superior goals and standards,the economic and social environment,and the communication and enforcement of grassroots government's behavior,available resources,structural characteristics of village committees,and personal preferences of village officials;The forth chapter is mainly about the pressures,and motivations.Four job behavior stress dilemmas-homogenization of interests,heavy tasks,multiple assessments,wage problems,and incompetence;two sources of motivation-hope for re-election,honor campaign promises and trust of villagers.The fifth chapter is based on the analysis of the subjective reactions of village cadres to the current institutional environment,summarizing and reflecting on how to motivat e and constrain the work behavior of village cadres.Based on this,it puts forward policy suggestions for improving the supervision and encouragement of village cadres' duty behaviors.Basing the concept and framework of government reengineering,try to improve the ability of village cadres to perform duties,efficiency,and innovation,and to organize organizational goals,organizational incentives,accountability mechanisms,power structures,and organizational culture concepts.The core strategy defines the boundaries of village cadres' duties and actions,uses strategic incentives to reengineer village cadres,strengthens the responsibilities of village cadres with the masses' strategy,and controls the strategic management of village cadres;creating a logic of village cadres' duties and behaviors with cultural strategy to complete supervision and incentives for the village officials.
