Research And Application Of Emergency Decision Coordination Strategy

Emergencies have become serious social problems and attracted government’s great attention. Emergency has the features such as abruptness, uncertainty, group diffusivity and dynamic multi- stage. Compared with common strategies, Emergency strategies are more complex. Emergency strategies are not problems which can be solved with a single person’s or a single organization’s knowledge and ability, but with the strategies by a group of experts from different areas and different levels. Because the members of the strategies-making groups are from different sectors and master different professional knowledge, they can give ideas from different perspectives and make the strategies more comprehensive. However, due to the heterogeneity of the members of the strategies- making groups and complexity of strategies- making relationships, it is unavoidable that it will have strategies- making conflicts. If the conflicts can not be solved effectively, it will extend the rescue time, influence strategies making efficiency and increase the loss of emergencies. Therefore, the research on the coordination strategies of emergency decision- making has great significance.At present, researches on the the coordination strategies of emergency decision-making at home and abroad have made some achievements, it mainly focuses on the stud ies of mathematical methods in conflict model and consistency analysis, as well as the applications of the research results of the organizational behavior to the coordination of emergency strategies, but it has little researches on the coordination strategies in the process of emergency strategies- making. So, this study does the following researches on the coordination strategies of emergency decision- making.This study analyzed the problems and characteristics of emergency strategy- making and according to the structures of emergency strategy organization and strategy- making process, it reach a conclusion that emergency strategies- making is a multi-stage group strategies- making process. This study also makes an analysis of the characteristics, reasons, types and impacts of strategies- making conflicts and illustrates the necessities of the coordination of emergency strategy-making conflicts.According to the process of the coordination of emergency strategies- making, this study summarizes the principles of the coordination of emergency strategies-making and then it builds the framework of the coordination of emergency strategies- making and the coordination system of emergency strategies- making based on the preference of revising strategies. First, it makes a description of the problems of emergency strategies- making, then it constructs the measurement of the conflicts of emergency strategies-making and last it compare and verify the validity of the system through an example of algorithm, which obtain that this system can reduce the subjectivity and uncertainty in emergency strategies- making.Based on the system of the coordination of emergency strategy- making and according to the characteristics of the railway emergency strategies, this study designs the overall structure and function module of the coordinated system of rescue plans in railway emergencies strategies- making and it also makes a detailed illustration on the function module of the system. Finally, this study shows the main function interfaces of the system.
