The Mechanism Of Emergency Decision-making Group Conflict Coordination In The Process Of Research

In recent years, emergency incidents have occurred frequently, which caused huge economic losses and serious social problems to the state and society. Modern emergency decision-making is a typical multi-organization collaborative decision-making, involving many decision experts coming from different organizations and different levels, which would generate a lot of interdependencies resulting in conflict. Different knowledge background, different decision-making ability and information asymmetry of the experts and coupled with the complexity and uncertainty of decision making problem itself, conflicts would be appeared during the process of emergency decision-making. Therefore, the conflict decision-making is one of important scientific problems in emergency management and decision-making.At present, the studies on group decision-making conflict coordination have gained some research results, mainly focused on studying the decision-making mathematical methods about group decision-making preferences aggregation and the analysis of consistency, and applying the research results about conflict in the social organization to group decision-making conflict coordination in home and abroad. The studies on conflict coordination mechanism in emergency decision-making field have mainly concentrated on the emergency decision-making system coordination and the emergency departments joint coordination mechanism. Based on the characteristics of emergency decision-making for emergency incidents, the general framework of emergency decision-making conflict coordination was builded and the emergency decision-making conflict coordination mechanism was proposed in this paper. The main works of this paper mainly includes the following:(1) Combined with the complexity and specificity of emergency decision-making problem itself in natural disaster emergency incident, the group conflict causes and types have been analyzed in detail from some aspects of emergency decision experts、decision objects and decision-making environmental factors and their inter-relationship. Based on the analysis of emergency decision-making conflict characteristics, the general framework of emergency decision-making conflict coordination was constructed, which provided theory support for further research.(2) Emergency decision-making conflict coordination procedure was proposed based on conflict coordination time and conflict degree constraints. Conflict coordination mechanism was divided into two stages: conflict measure and conflict resolution coordination. In order to ensure the convergence and stability of conflict coordination, the conflict coordination principle of experts’preferences standardized adjustment was proposed. Finally, a calculation example explained the conflict coordination in emergency decision-making was given.(3) Under the case of large-scale emergency decision members and fuzzy interval preference information given by experts, emergency decision-making conflict coordination mechanism was studied. In order to reduce the difficulty of a large group conflict coordination and accord with emergency decision-making characteristics, two stages negotiation method within the sub-aggregation and among sub-aggregations to conflict resolution coordination was studied based on large group clustering method. Finally, the effectiveness of the emergency decision-making conflict coordination mechanism was verified through a Southern floods calculation example.
