Research On The Problems And Optimization Approaches Of Government Procurement Of Public Service In W District

Government procurement of public service originates in western capitalist countries. In concrete practice, they developed a series of operation systems such as contracted leasing, public-private partnership, users charge and voucher system, etc. Practice has proved that government procurement of public service is conducive to enhancing efficiency, reducing cost and improving quality.In the first place, this thesis reviews relevant concepts and theories of government procurement of public service, defines relevant concepts such as government, public service, social organization, etc., and gives an introduction and summary on the theories of public products, new science of public management and performance management. After a brief introduction of the types and programs of government procurement of public service practiced in W District, the author summarizes three characteristics, namely continuously increasing scale, various and extensive types, and emerging procurement effect. Through analysis on relevant statistics and cases, this thesis finds out three main problems, namely small proportion in scale, limited implementation fields, policy-oriented with low competitiveness, and lack of standardized accounting methods for purchasing price. With an in-depth analysis on the problems above, the author finds out three reasons, namely idea of cognition needs to be promoted; system standards need to be improved and social organization needs to be expanded. Meanwhile, to carry the research project forward, the author conducted a special survey in Haishu District, Ningbo and Xishan District, Wuxi and learned about their successful experience. In these two districts, government procurement of public service has been put into practice earlier and achieved preferable social effects. In general, Haishu District employed a bottom-up strategy focused on initiative practice at grassroots level. Xishan District took a top-down strategy based on unified arrangement at superior levels. Their different performances are consistent with the different development patterns of Jiangsu and Zhejiang Province, which lay emphasis on foreign capital and private capital respectively, which stands as a powerful demonstration of the decisive role that economic foundation has played on superstructure. At the same time, the author gives an introduction of the situation of government procurement of public service in western countries and summarizes relevant experiences.Based on the study above, this thesis probes into the optimization approaches of government procurement of public service in W District and comes up with five suggestions and measures, i.e. profound understanding of the significance of government procurement of public service, vigorous promotion of government procurement of public service, accurate positioning of government’s role in government procurement of public service, energetic innovation of management idea and methods and continuous promotion of procurement level, reasonable regulation of procurement scale and types and improvement of professionalism and aptitudes of social organizations, so as to offer reference to further development of government procurement of public service in W District.
