Research On Government Procurement Public Service Based On Optical Valley Public Service Center To Purchase Public Service

With the development of China's economy and society,the government public services are difficult to meet the diverse and individualized needs.There are already different forms of government procurement in public services in'various parts of the country,such as community pension,medical assistance,legal counseling,and family care.At the national level,a number of guidance documents have also been introduced to promote the market-oriented reform of public services,and to encourage social capital to participate in various ways to improve the level of public services and the quality of public goods.Under the guidance of the principle of building a service-oriented government and decentralizing power,the practice of purchasing public services by the Chinese government will increase in the future.Studying a certain type of public service purchase case has very important reference significance for the same subject.Optics Valley Public Service Center is the administrative service center of Wuhan Donghu High-tech Zone.Since August 2015t,the Donghu High-tech Zone Government has begun to purchase public services to social organizations on a large scale.Outsourcing the service center window of the government service center to the unified management of the winning bidders has opened the way for domestic local governments to purchase government services.The reformed government service center has formed a model of outsourcing enterprise management,management of the former government functional departments.After more than three years of practice testing,various functions have performed well,service satisfaction has been continuously improved,and government aflfairs have been improved.This paper first part expounds the background of the government's purchase of public services and research at home and abroad,its own research ideas and research methods;then introduces the relevant concepts and related theories of government procurement of public services,as well as typical cases at home and abroad;The purchase of a standard document on public services discusses the scope,process,and significance of government procurement of public services.After sorting out the status of the government's purchase of public services in the macroscopic field,combined with the case of the Optical Valley Public Service Center,this paper analyzes and studies the micro-domain of government service outsourcing for the purchase of public services by the government service center,and introduces the optical valley public in detail.The service center purchases the way,content,supply method,process and evaluation mechanism of public service,and affirms the effectiveness of this kind of government outsourcing system in terms of service efficiency,service quality and business environment.The main reason is that the flow of personnel is fast and does not meet the requirements for the stabilization of government services.The outsourcing content is only partially broken by some functional businesses.The management of multi-agent management is unclear,and there is currently no reasonable evaluation mechanism.In response to these problems,it is proposed to strengthen the concept of establishing a service-oriented government,improve the government's purchase of public service systems,vigorously cultivate social organizations to promote the development of social organizations,and improve supervision and evaluation mechanisms to promote the development of optical services in the Optical Valley Public Service Center.At the same time,it will have a certain role in enriching the experience of government agencies in China's government service centers in purchasing public services and further promoting the localization of the government's purchase of public services.
