Community is the basic element of social management and the foundation of social stability. With the acceleration of China’s urbanization process, the original village community in agricultural China has been dissolved by the rise of new-type urban community, which is now taking shape with the restructuring of space and increase of population. However, as the soul of community, the sense of belongingness and identity has not increased accordingly, giving rise to the conflict with the needs and requirements of community residents. Such conflict has increasingly reflected the importance of community participation. How to establish a community management system and create a sustainable participation mechanism becomes the central issue of social management in nowadays China.In the meantime,the emergence and wide application of new media in grassroots level communities offers a new channel and a new way of thinking for realization of community participation, which has become a new exploration direction in current innovation efforts in terms of community governance. It is mainly divided into six Parts:The first part of the paper is introduction, which analyzes the significance to choose and study this topic and comprehensively describes the current situation of both Chinese and foreign researches on new media and its influence on community governance. In addition, it also lays out the main ideas and research methods of this paper, as well as the possible innovations and deficiencies. The concepts involved in this paper, such as new media, communities, community governance etc., are objectively defined. In consideration of the actual research environment, it also gives introductions to the characteristic Community Work Committee and CommunityNeighborhood Committee in the park so as to accurately target the research objects.This part also analyzes the background for the formation of virtual communities against the background of new media and its main content to draw forth the main body part of the paper.The second part expounds the positive impacts of new media on improvement of people’s livelihood, public opinion guidance and resident participation, which provides a solid theoretical basis for the research in this paper.In the third part, an introduction is given about the current work done by Suzhou Industrial Park Dongshahu Community to construct a “virtual community” using new media. Individual cases are analyzed to pave way for the discussion on the positive roles and major problems of the “virtual community” in the subsequent part.The fourth part elaborates on the fact that the “virtual community” is improving its service level to encourage wider resident participation and is playing a positive role in promoting culture construction and safeguarding stability in the community. Meanwhile,this part also mentions the problems existing in the system of “virtual community” and in reality where it aids the generation and dissemination of irrationality and rumors.In light of the existing problems of “virtual community”, the fifth part tires to seek for a reasonable design for its system so as to launch targeted improvement measures to expand resident participation and improve the interaction between multiple parties.
