| In the era of mobile Internet,social media has become indispensable.With its social attributes and characteristics that span time and space,it has not only become a tool for people’s daily communication,but has also been gradually applied by the government to the grassroots governance of society.The Third Plenary Session of the Eighteenth Central Committee took scientific and technological support as the guiding principle of national social governance,which triggered thinking: At the practical level,when digital technologies such as social media are embedded in grassroots social governance,what changes have taken place in the original social governance pattern? And what are the challenges that modern social governance faces when introducing digital governance methods,and how to deal with them? At the theoretical level,will these new problems in practice help advance social governance in the future? What theoretical responses can it trigger?Based on these problems,this article adopts the method of case analysis and selects the "Emerald Garden" community,one of the Kangju demonstration projects in Nanning City.The information management in the daily life of this community is relatively complete,and there have been many group actions to protect rights through social media.This article is based on empirical research,through in-depth interviews with event participants,in order to analyze the role of social media in specific events and what problems have arisen.Based on the new media application of the community,the role of social media in the community is analyzed,and the impact of social media is analyzed from the perspectives of tools,communication and value.The embedding of social media accelerates technological empowerment,improves governance efficiency,and optimizes the allocation of market resources for community life;the communication attributes of social media can build a public platform for the daily connection of community residents,maximize the role of community opinion leaders,and create Residents’ sense of community is conducive to the maintenance of community emotions;and in the virtual public space,the state and residents have an effective dialogue,forming a collaborative autonomy model,and optimizing the interaction between the state and society.But at the same time,there is also the dilemma of ignoring the rational development of value,the lack of scope and enthusiasm of the participants,and the power structure is still in the dilemma.In this regard,the author proposes that the key to balancing instrumental rationality and value rationality in technological governance is to attach importance to the communicative rationality mentioned by Habermas,adhere to people-oriented,and proceed from the reasonable needs of people,which is the way out to solve the problem of social governance. |
