The Study On The Governmental Responsibility Of Rural Elder Security

It is commonly accepted that the outcome of the rural old-age security system is due to social and economic develop to a certain stage.Therefore, the majority of former scholars explore this issue from the perspective of economics and sociology. However, by combining with the development of rural old-age security of the western developed countries, I drew the conclusion that social and economic factors are aspects of the outcome of rural old-age security system, but it appears far from natural. It is the product of social struggle, and from people’s pursuit of their rights. Meanwhile,the pattern of the rural old-age in west country are not the same. It is closely related to their historical tradition and the political system. Which role does government play in the rural old-age security system, and how much effort should it expend, decentralized and centralized system countries have different obligations.Therefore, in this paper, This paper from the perspective of law, at the same time combined with politics, economics, sociology and other multi-disciplinary theory in order to find the impact of the historical tradition, ethics and political party system which hidden behind the rural old-age security system in various countries.This paper is based on the theory of human rights protection, the welfare state, the government responsibility theory as well as the founding of the People’s Republic of China for the lack of responsibility of the problem of " agriculture, rural areas and farmers ", in order to demonstrate government’ s obligation for rural old-age security.In this paper, the view that old-age security in rural areas, the Government’s lack of responsibility is mainly embodied in the imperfect legal responsibility, economic responsibility is not clear, the responsibility of inadequate supervision, education, responsibility is not in place.Government must strengthen its responsibilities, it must follow a fair and impartial, is limited to assume the responsibility of the Government, at all levels of government the principle of shared responsibility, adhering to improve the legal liability, clear financial responsibility, a sound regulatory responsibility, the responsibility of strengthening education.Meanwhile,keep paces to improve the people’s congress system and the multi-party cooperation system with the times, let farmers voice be hear,and make people not only represents the interests of the citizens but also represents the interests of the farmers to protect their rights and interests better.
