Study On Chinese Rural Social Security System

At present, farmer related issue is the fundamental problem in Chinese society, in which farmer's profit security plays important role in the development of rural area and agriculture, the construction of new socialism village and the building of the socialism harmonious society. As an important way to solve the farmer problem, the rural social security system is to the biggest intent of the present society without doubt, which is not only the guarantee of the "rural area, agriculture and farmer" problem, crying for the socialism marketing economy and entering WTO, but also a basic appeal of the farmer's human right. Compared with the city social security system, rural social security system is already lag, which is a weakness of Chinese social security system, blocking the agricultural economic development and rural development, influencing economic safety and social stabilization of rural area and the whole country, and becoming the bottle-necked handicap of Chinese modernization and the reform of the rural marketing. Based on monocracy, this essay argues that Chinese rural social security system should be built with the standard thought of the whole social safety and profit and the justice. Rather more, it should be built with principles of the development right, justice and efficiency and the equilibrium of rights and obligations, in which the institutions will be jurally to insure the human dignity and freedom with the force of monocracy in the modernized cultural country. First of all, this essay explains the definitions, theories, study basis and history of Chinese rural social security system. Then we find the present problems and the important factors restricting Chinese social security system with the questionnaires from Shanghai and the Inner-Mongolia; and the experiences of that in Germany, Japan and Sweden tell us a lot about how to build Chinese rural social security system. Based on the above jobs, this essay points out a few strategies about Chinese rural social security system. At one side, focusing on the birth, illness and oldness of farmers, we should have legislation and rural social security parties to construct rural minimum life security system, rural new cooperative medical system, endowment security system. At another side, we should have rural social security legal system of farmer employee and land-lost farmers, rural comforting and settling system and rural education security system.
