In Vietnam, commune-level officials are people elected to hold positions for a term of Permanent People’s Council, People’s Committee, Party Secretary, Deputy Party secretary, the head of political-social organizations; commune-level civil servants are Vietnamese citizens employed to keep a professional title at the commune-level People’s Committee, put on the permanent personnel and paid from the state budget.Thus, for the officials and the civil servants holding positions in the commune-level political system, election and recruitment are the final stages. However, whether that team could satisfy quantity and quality requirements or not, it depends on the decisive factor:the quality of human resources through the previous human resources training. The detection, attraction and plan of a highly qualified diverse workforce help committees become active in selecting the full candidates in the election, avoid the lack of officials, especially in moving to revolutionary period. The training and retraining of qualification-standardized human resources would make the arrangement and use of officials and civil servant more effective.Since its establishment, the Party and the Government of Vietnam are always interested in the officer training work. Towards a period of innovating, promoting industrialization and modernization of the country, the proactive detection of high-potential talent into the training and retraining project increases the amount of young staffs coming from workers, farmers, children of the revolution families, ethnic minority cadres, female cadres, regardless of party members or the public... are thoroughly grasped and aggressively implemented by the party levels, which bring positive changes in leadership capacity and combativeness of party organizations in many localities and units across the country.Ha Giang Province with an area of 7945.8 square kilometers, accounting for approximately 2.4% of the total area, ranked 13 of 63 provinces and cities nationwide. It has complex terrain, mostly mountains and traffic inconvenience. The province has 11 district-level administrative units (including 1 city and 10 districts),195 commune-level administrative units, including 112 poor communes. Currently there are 85.4% of the population in rural areas,14.6% of the population in urban areas. The grassroots officials and civil servants of Ha Giang province is approximately 3,600 people. In fact the province has 3,691 civil servants, including 2106 permanent staffs,291 female officers,558 Ethnic minority officials. The number of civil servants is 1585. Beside Kinh officials who come from many sources, Ethnic minority staffs are playing an important role in socio-economic development, stability and security in grassroots, especially communes with a large number of ethnic minorities. It is the result of the process of generating and building grassroots cadres of Ha Giang’s party and government, especially since personnel strategy in the period of industrialization and modernization of the country by the government.Nevertheless, before the requirement to accelerate the process of building a new countryside towards industrialization and modernization, from a comprehensive review, the Ethnic minority officials and civil servants in communes of Ha Giang is still containing restrictions. The quantity, quality, composition structure and the task requirement of the team are not synchronized. Fairly common situation of low level officials; extensive capability and assertiveness in real situations are not high; somewhere officials began cantilever deficit after old officers retire... That fact causes major obstacles to meet mission requirements of socio-economic development in a mountainous area with a lot of ethnic minorities.These limitations are caused by the training of commune-level Ethnic minority officials and civil servants in Ha Giang containing a lot of problems. The propaganda, mobilization and establishment of the revolutionary movements in the villages in order to educate, train and detect ethnic minority talent are less effective. The education-training and quality improvement for ethnic minority students, probation officers and low-level position staffs to prepare for civil servants and officials in higher level positions have not met the requirements of standard human resources. The supporting policies are not good enough to attract high-quality ethnic minority human resources to communes. The development of new ethnic minority party members is limited, in a long time, many villages do not have an independent branch of the party, even "no" party members... Getting over these limitations and weaknesses is the important and urgent task of Party Committees and Governments of Ha Giang in the current period.From the above reasons, I decided to do a research named "Ethnic minority grassroots cadres training in Hagiang province" as my final thesis with the desire to clarify the theoretical and practical issues, to promote the highly qualified Ethnic minority grassroots cadres training in Hagiang province.
