For every country, it is undeniable that the development of ethnic minorities directly affect one country's political, defense, foreign and economic aspects. However, due to the special situation of minority residential area, the living standards of this group are generally in a backward state that causes many problems. Therefore, to promote the all-round development of minority areas is to promote social equity and maintain political stability; to promote the development of the multi component economy, it has become one of the top priorities of each country. Vietnam has been promoting minority areas by conducting "all-round development" policy, mainly from four aspects including economic,culture, education and medical relief to the minority encountered difficulties gradually, and promote their comprehensive development.As a multi-ethnic country, Vietnam has a total of 54 ethnic groups. Among them, the main ethnic minority is Jing, which has a total population of about 11 million people,accounting for 14% of Vietnam's total population. Through thousands of years of foundation, all ethnic groups in Vietnam in the protection of territory, prevention of natural disasters and construction of the motherland has been the spirit of play to stand shoulder to shoulder. The Vietnamese minority is a unified group of rich, they gathered in the territory of different area distribution sites. The formation of different cultural characteristics is also a cultural phenomenon of cross between different ethnic groups that formulate the ethnic cultural diversity. Vietnam is rich in natural resources, but the climate is in poor condition -drought and floods occur annually. Because of the distribution of ethnic minorities living in mountainous and remote areas, these impacts of adverse climatic factors will be greater for them. "The end of hills and rivers" living sites also make minority inaccessible civilized life,economy, education, medical, cultural and other aspects in a backward state. How to improve living standards of the ethnic minorities, as well as to narrow the gap between them and the main ethnic groups is the most important issue in the planning of ethnic minority areas. In recent years, the improvement of Vietnamese ethnic groups governance,living standards of minority can be said to overall improve. Nevertheless, because of geographical reasons, there is an urgent need to get more attention from government to the key minority areas of Lang Son Province, Vietnam.There are seven provinces bordering Vietnam and China, they are: Dien Bien, Lai Chau, Lao Cai, Ha Giang, Cao Bang, Lang Son and Quang Ninh. Among them, due to its strategic location, traffic hub, border economic base is also the frontier region; Lang Son province has been the concern of Vietnamese government. That is because Lang Son is not only the North transportation hub, but also the barrier portal of Hanoi capital. Moreover,Lang Son province is an important transit connection of Chinese station with Vietnam and ASEAN countries, simultaneously is the starting point of Nanning - Lang Son - Hanoi -Haiphong economic corridor. Lang Son mountain province residents from various ethnic groups, ethnic structure: the Nung accounted for 42.97% of this province, accounting for 35.92% of the Tay, the Kinh takes up for 16.5%, the rest are ethnic Chinese, Hmong and Yao. In recent years, both national government and Lang Son Provincial People's Government has concentrated on four aspects of governance mode in minority areas which primarily focus on ethnic groups in economy, education, culture, health. Although governance policy in recent years has many positive changes, the minority still has to encounter many difficulties such as: unstable economic development no; cultural characteristics should be preserved; the lack of investment in medical education; occurrence of inequality. About Lang Son Province's governance mode in minority areas, key advantages and disadvantages are the epitome of Vietnam's ethnic minority development strategy. The study of governance mode in minority areas of Lang Son Province, can embrace Vietnam's deficiency of management in minority areas, and promote the comprehensive development of Vietnam's political, economic and other aspects of the peace, and promote economic cooperation between the two countries.
