Training and retraining of cadres,civil servants and public employees is very important for human resource development,which is crucial to the development of each sector in particular and the country in general.Therefore,the training and fostering of cadres is the central and thorough task of cadre work,which is an objective requirement in building and improving the quality of cadres,civil servants and officials in State administrative agencies as well as public service delivery agencies.The performance of the state apparatus is determined by the quality,capacity and performance of the workforce of government officials,civil servants and employees.With the contingent of cadres and civil servants who are self-studying and self-educated,they also depend on the regular training and retraining of their knowledge and practical skills.The issue of improving the quality of training and fostering cadres and civil servants is a matter that needs to be addressed in a practical manner.The contents of training and retraining for the contingent of cadres,civil servants include such contents as training and fostering political theory;Leadership,management;Social sciences,humanities;Job processing skills;At the same time,through the training and fostering will help cadres,civil servants and officials have the ability to analyze and handle situations,form scientific methodology to Resolve the most accurate,fast,sensitive,and effective practical problems.With his position at the Quang Nam Provincial Party Committee Organization Committee and assigned to be responsible for training and upgrading cadres,civil servants and officials of the province,I chose the topic:"Study on training of cadres and government officers of Vietnam,taking Quang Nam province(Vietnam)as an example" for his graduation thesis.The thesis consists of the following contents:(1)To systematize theoretical issues related to the training and fostering of cadres,civil servants and public employees in the State administrative apparatus.(2)Analyze and evaluate the actual situation of training and fostering of cadres,civil servants and employees in Vietnam in general and Quang Nam in particular.At the same time,there is a comparison with the current situation of training and fostering cadres and civil servants in China today.(3)Proposed solutions and recommendations to improve the training and fostering in the coming time.
