Guilin County Government Performance Evaluation Index System Research

The research subject of this paper is Guilin’s county government,it systematically reviews the domestic and foreign condition of government performance assessment discovery,clarifys the basic theory and concept of the performance assessment,analyzes the features and unreasonable current situation of the Guilin’s county government performance assessment index system,and at last,it trys to design a set of Guilin’s county government performance assessment index system,hoping to make some reference value in future’s Guilin’s county government performance assessment reform.The paper contains four parts:Part Ⅰ, introduction. Discusses the background, purpose and meaning, and summarizes the research of domestic and foreign government performance assessment, and describes the main content and framework of the paper.Part Ⅱ, definition of relevant concepts and theoretical and practical foundation. Defines the basic concepts of government performance assessment index system, And introduces the governmental function theory, the theory of stakeholders and the system theory etc., which are closely related to the construction of local government performance assessment index system. And reviews the practice of the domestic and foreign construction of local government performance assessment index system.Part Ⅲ, analysis of the current situation of the construction of Guilin’s county government performance assessment index system. This part is mainly about the observation of the current situation of the construction of Guilin’s county government performance assessment index system, considers the programs and methods of the construction of Guilin’s county government performance assessment index system scientific, the setting up of index is complete and scientific, in the mean time, it discovers the index of Guilin’s county government performance assessment index system complex, and the logic of the index system isn’t strict, the index weight assignment isn’t rational, and the acquiring of the index data isn’t objective enough, and etc. In order to conquer these problems more effectively while optimising the index system later on, the writer analyses deep into the causes of the problems remaining, and concludes three major causes which are the system theory’s idea insufficiency of the assessment index system, the lacking of scientifical evidence of the design of the assessment index system, and the lacking of reality relation of the design of the assessment index system.Part IV, optimising design of Guilin’s county government performance assessment index system. This part follows the premise of the transformation of government functions oriented principle, objectivity principle, integrity principle, measurability principle and etc., follows the idea of’setting up the backup index database-----using the Delphi method to screen index-----the index weight assignment-----optimisingly design the efficiency comparation analysis of the former and later index system’, dia research, the Delphi method and interview method, design the Guilin’s county government performance assessment index system optimisingly. First of all, to set up a backup index database on the foundation of scanning loads of information, broad and deep research and survey in counties, the suggestions of government officers and experts and scholars. Secondly, engaging the Delphi method to screen index. To make performance assessment index questionnaire which is based on the reasearch purpose and mission, and to choose part of the government officers, government performance assessment researchers, and MPA students from certain college as consultancy experts. To send the consultancy experts questionnaires to ask them to provide evaluations and suggestions for modification. After two rounds of consultancy of the Delphi experts, the ideas of each expert get together and combine together, through those, the Guilin’s county government performance assessment index system preliminary completes. And then, ask the experts to re-evaluate the index weight assignment, get the weight numbers of the index through statistical analysis. At last, choose 36 leading cadres at county level who work long at county level party and government offices and who know well about county government function and its operation mechanism as investigation subjects.To proceed questionnaire survey and interview about the optimisingly designed the efficiency comparation analysis of the former and later index system, and comes up with a result that the optimisingly designed Guilin’s county government performance assessment index system can reveal the real performance of Guilin’s county government more efficiently, more scientifically and more objectively.
