Study Of County Government Performance Evaluation Index System

Since the early 1980s when western developed countries promote "new public management" campaign,improving the work efficiency has become the pervasive purpose and goal of every government in that country.By campaign,the governmental performance measurement to be put in practice for prevalent application has gained recognition on its ability to continuously improve the governmental work efficiency. Meanwhile,performance measurement of local government has become a hot spot in the field of administration reformation of our country.And every local government also develops various exploring evaluations.Moreover,scientific target system is the basis and key to local government,as well as crucial element of its process.It is now still at the primary stage of development and application.Due to the special status of county government in our administrative setup,more research emphasis should be focused on it. Thus,there is importantly theoretical and practical significance to further study target system of county government's performance evaluation.This article focuses on county government.Based on clearing basic theory and relevant concepts,it promotes categorization and analyses,and discusses main problem aimed at practical activities of performance evaluation of county government.What's more,makes a review and analyse to local governments' evaluation in Britain,America, brings out experience and helpfulness to benefit the inspiration of our country.Then,it relies the feature of our county government on questionnaire to make a study for index system promoted by ex-Personnel Department in Study of China Government's Performance Measurement.And it tries to design a series of index system for county government's performance measurement,mainly contained influence index,function index,potential index and satisfaction index,the four primary indexes,as well as other sixty-four third indexes such as GDP for per person and Engel Coefficient.,discuss the question to acquiring,processing and applying for indexes.Meanwhile,aimed at the practice of evaluation I have put forward some of suggestions and countermeasure from the aspects of establishment of law,main body of regulation of government performance measurement,establishing system of performance plan and performance report and improvement of government performance audit system.
