Government performance management is an important part of public management,and it is also an effective tool to drive government innovation management and improve public services.Since the reform and opening up,China's economic and social undertakings have developed rapidly.Especially after entering the 21st century,most governments have also begun to pay more attention to performance management.The academic community has also conducted in-depth research on this issue.In 2012,the Party' s 18th National Congress reported for the first time the concept of“government performance management".The Party Central Committee clearly stressed that it is necessary to improve administrative efficiency,improve government authority,and strengthen government performance management.However,at this stage,our country's government performance management model is not In order to improve,some provinces,cities,and counties have successively carried out performance appraisal and management work in different forms.They have achieved certain results and played corresponding positive roles.However,due to the lack of theoretical reference,there are a large number of individual phenomena.In terms of the overall development status,the level of government performance management is low,and scientific,institutionalized,and standardized are obviously insufficient.Therefore,it is of great realistic and theoretical value to study the performance appraisal of county-level governments.This article adopts literature analysis,investigation and research methods and case study methods,starting with the analysis of relevant concepts defining the performance management of local governments in counties and districts,based on the existing performance appraisal management model of a district-level government in the Pearl River Delta of Guangdong Province,and other parts.Comparing the performance appraisal of county-level government management,through the analysis of domestic and foreign research and practice activities on government performance management,the theoretical framework of county-level local government performance management was formulated.Based on this,this paper takes a district government in Pearl River Delta of Guangdong Province as the research object,and introduces and analyzes in detail the basic concept,development process,main practices and characteristics of the government's performance management,and the results achieved.Improve the general county government performance management work to provide feasible ideas for improvement.The first part of the full text introduces the research background and domestic and foreign research status of performance appraisal management,and puts forward the research ideas,methods and innovations of this paper.The second part elaborates the extension theory,connotation and characteristics of local government performance appraisal through the relevant theory of local government performance appraisal,so as to determine the theoretical basis of this article's research.The third part analyzes the case of 25+N form-bundling performance appraisal in H area,and introduces in detail the components of the appraisal method and the current status of the operation.The fourth part is about the development process and specific practices of some local governments'performance appraisal work.The fifth part compares the third part with the fourth part and points out the principles and countermeasures for improving the performance appraisal index system of the general county-level government.The possible innovation of the dissertation lies in the fact that there is no fixed model for performance appraisal management in the country.H-zone pioneers will use the mode of bundled performance appraisal for each department's key work and formally promote the work,and then consider promoting this model nationwide.
