Hainan Province has made significant reforms in the political field since the establishment in 1998. Especially after the October 1, 2008,Hainan Province led the other provinces by carrying out a reform in which the province government directly controls the cities and counties and delegates a large number of executive power to the local government. Cities and counties, which directly responsible for the province on one hand and directly deal with the masses on the other hand, become the link between the central government, Hainan provincial government and people. Strengthen the management of the Party and government organizations, especially the chief leaders, is the top priority of political governance.After the exploration, Hainan Provincial Committee put forwards a performance evaluation system for the Party and government chief leaders in cities and counties and achieved great success. However, there were still some problems to be solved in some aspects such as the trueness of the results, quantification and the people satisfaction-oriented. Meanwhile, there is not a precedent of the establishment of a scientific assessment model and indicator system of precedent. Purpose of this paper is to explore a scientific and rational performance appraisal system for the Party and government chief leaders in cities and counties in Hainan Province.Based on the many years'achievements and experience of the assessment for Party and government departments and leaders in Hainan Province, especially the experience of setting a specialized performance evaluation system for the Party and government chief leaders in cities and counties, after the extensive reading of literature and in-depth study of the history of domestic cadres assessment work with the existing results, the author of this paper has explored systematically both in theory and application by considering the investigation of the actuality and the situation of the assessment work for the Party and government chief leaders in cities and counties. By fully using the Performance Management tools such as MBO, BSC, KPI, the author built a indicator system of three levels in accordance with the AHP model which fit the MBO theory, comprehensive summarize the overall quality and performance achievements of the Party and government chief leaders in cities and counties ,and make it quantifiable and assessable assessment.
