Since the 21st century, HIV/AIDS infection has extended from the high risk people to the low risk ones in China, the expansion of the disease and emerging of the AIDS NGOs changed the relationship between state and society.In this article we systematically review the literature on the development of AIDS NGOS in China and the different government pattern to the disease with the perspective of state-society theory.The author divided three phases of the disease control pattern in China. In the first phase, from 1985 to 2003, the AIDS NGOs in China emerged and become the big actor in the disease control process. From 2003 to 2006, in the second phase, the state dominated the disease control process; AIDS NGOs has become a subsidiary part of the state disease control system. From 2006 to present, AIDS NGOs experienced earthshaking development both in numbers and in functions, which changed the state-dominant pattern in the disease control process.The state-society relationship undertook subtle change through the disease control process; AIDS NGOs has developed into a different stage. During the whole process, it also indicates the rise and falls of the social and state power.
