On The Supporting Mechanism Of Ministry Of Foreign Affairs Of Japan Towards Japanese NGOs’ International Aids

Abstract/Summary:
Japanese NGOs started to participate in international aid in 1960s and had many disadvantages in early stages.However,they have quickly thrived and led Asian countries in merely 50 years.I believe it is the supporting mechanism of fund raising,capacity building and dialogue setting established by the Ministry of Foreign Affairs of Japan that promotes the rapid development of Japanese NGOs in international aid.This paper intends to clarify the basic systematic operation of fund raising,capacity building and dialogue setting.It tries to analyze the organic integration of different elements under these three aspects,which makes the Japanese NGOs a vital player in advancing Japan’s international aid at a national level.Chapter 1 sorts out the framework of the support mechanism,which includes fund raising,capacity building and dialogue setting policies.Among them,the fund raising mechanism is at the core and contains four elements:Japanese NGOs Cooperation Fund,Emergency Humanitarian Funds,NGO Project Allowance,and Grassroots Technology Cooperation Project Funds.The capacity building mechanism targets at improving Japanese NGOs’ ability.It includes the five elements of NGO Consultants Program,NGO Interns Program,NGO Training Program,NGO Research Program and International Cooperation Agency’s Support for NGOs.And the dialogue setting mechanism uses the"NGO-Ministry of Foreign Affairs Regular Conference" as its main channel.In Chapter 2 and Chapter 3,this paper successively analyzes the four elements of the fund raising mechanism,as well as the role capacity building and dialogue setting mechanisms play on fund raising mechanism.The reason for this arrangement is that as the core component of the supporting mechanism of Ministry of Foreign Affairs of Japan,the fund raising mechanism has most effectively promoted the conduction and implementation of overseas international assistance projects by Japanese NGOs;its relevant data is also the most detailed.Dedicated to attracting NGOs to participate in international assistance and enhancing their professionalism and expertise,the ultimate goal of capacity building mechanism is to higher the quality of the international aid project financed by the fund raising mechanism.And the dialogue setting mechanism is to bridge the communication gap between Japanese government and its NGOs where they can exchange the progress of the implementation of aid projects,the implementation of government policies,etc.However,the dialogue itself plays a very limited role for it cannot guarantee whether the problems can solved or situation get improved.Therefore,Chapter 2 first analyzes the specific texts of fund raising mechanism’s system design,and believes that the four elements of this mechanism are consistent in the source of subsidies,the restrictions on the subject of the application,and the requirements for the implementation process of the aid project.Second,the actual situation of aid over the years shows that the number of aid projects and the amount of aid have been increasing year by year,and the destination of project implementation and subsidies is mainly Asian or African countries.Chapter 3 compares the relationship between the five elements of the capacity building mechanism and the four elements of the fund raising mechanism.It finds that the two parties share consistency in the application object limitation and project implementation requirements and it is the consistency that makes the capacity building mechanism helps the aid projects under the funding mechanism go smoothly and efficiently.The most limited role dialogue setting mechanism plays makes its role in promoting the adjustment and improvement of fund raising and capacity building mechanisms,as mentioned in the second section of Chapter 3.
