This paper analyzes the process and strategies of the acquisition of transferring space and the formation of expending space of non-governmental organizations from the government.As a result of its rapid development in China over the past few years,NGO is now taking shape as an autonomous section independent of the state. What concerns this author is how NGO,by utilizing the various means to remould its relationship with the state, is effectively fulfilling its organizational goal and influencing the government in its favour. This essay will examine the following three aspects of NGO' s strategy in dealing with the government:its striving for legitimacy,its elites utilize the state-controlled resourses,and its increasing influence by using the media.NGOs and the government in China are interacting now , the interaction between them is formed by two kinds of force:up-down and down-up.This mode of interaction only exists in China in the world,we can call it: "with Chinese characteristic" .The staring of this essay is that the contemporary Chinese NGOs of China is delaminating,the top ones have their own aims,interests and orgnizations.
