The Study On The Local Service-oriented Government Construction In China From The Theory Of Street-level Bureaucrat Perspective

At present, "service-oriented government", the practice form of "service; administration mode", appears frequently in all levels of government documents as a very specific government construction target, turns up in the academic journals as a nodern political term with the special meaning, walks into the people’s daily life as a words related closely with democracy problem. China’s service-oriented government have experienced from shallow to deep, from fuzzy to clear, from the gestation and fumble stage to the stage of consciously building and finally to the promotion by the central. In this ideal condition, the street-level bureaucrat, who upwardly gives the implementation and feedback of national policies and downwardly meets the public demands and public goods, ought to be devoted to "street-level administration", which as a microscopic reflect of the service administration. But in real practice, due to the discretion, the street-level bureaucrat is self-interested and incapable; the organization in which the street-level bureaucrat works is failed in performance evaluation, resource supply hierarchy supervision and management procedure; the people which in the service of the street-level bureaucrat lack enthusiasm in political participation and public supervision; the circumstance which the street-level bureaucrat in is not optimized, because of the remain of traditional culture, the prevalence of Renqing-face-network and the crack of the existing legal system. All these problems make the construction of China’s local service-oriented government in the soup and can’t further development.In the process of building China’s local service-oriented government, how to stimulate the street-level bureaucrat to play active effects and control negative effects, and eventually contribute to the establishment of our service-oriented government are the research aim in this paper. Obviously, instead of from a macro level, such as value, system and mechanism to construct the local service-oriented government, this paper will not only make the research perspective focus on thousands of street-level bureaucrats which devote themselves to the establishment of the service-oriented government in our country, but also attempt to closely around the core content of the street-level bureaucrat theory——discretion (two sides of discretion,the influencing factors of discretion and the control path discretion of, etc). Firstly, the general relations of street-level bureaucrat and local service-oriented government construction are dissected in the level it ought to be. Secondly, the difficulties which the street-level bureaucrat has encountered in the process of building the service-oriented government are analyzed in the level of real-ran. Finally, the specific paths to resolve the plight of the service-oriented government construction are suggested. Then, the mission and vision——"From Bureaucrat to Servant" will be achieved early.
