A Study On The Dilemma Of The Grass-roots Government In A Clean & Honest Culture Construction

Entering the new century, China began to solve the corruption by launching a clean and honest culture construction,which is the foundation of the clean government construction,the innovation and the only way of promoting the anti-corruption work unceasingly thorough.The rural clean and honest construction relates to the party's ruling status and the realization of the socialist new rural construction. It has achieved remarkable results and had some problems,which can not be ignored and show some new features.Only analysising and researching on the problems,we can create good conditions to solve the dilemma in promoting the culture construction.Firstly,the author expounds the connotation and importance of the clean and honest culture construction,and take a town of Chongqing city as an example to diagnose its construction. Results show that the dilemma of the grass-roots government is the weak awareness, the authorities alone, the tendency of formalism, the lack of system pertinence, the propaganda lag, the deep old concept which is difficult to improve in a short time,the lack of money and talent,and the discrepancy between traditional culture and reality.Secondly, according to the actual situation of the local economic and social development, the author performes a statistical analysis and concluded that the reason of the dilemma is a narrow field of vision of the grassroots,weak awareness of the overall situation,followers echoing the cries of their leader,the lack of positive guidance,falling behind the times, “of nothing comes nothing”,and despising talents training.Finally, the author puts forward the countermeasure of promoting the clean and honest culture construction.The grass-roots government should base on cultivating the clean and honest culture consciousness to form social forces, grasp the starting point and the foothold to form long-term system,make the form of propaganda rich to form "big education" pattern, adjust measures to local conditions and mine talents to form characteristic culture. Hope that through these measures to find a suitable culture for the construction of grass-roots government behavior model.
