Study On The Relationship Of Competition And Cooperation Among Local Governments Concerning China’s Regional Economic Development

With the deepening of China’s marketization degree, competition under market economy has increasingly affected the local government and its various departments. Competition and cooperation has become the main contents of the relationship between local governments under this developing situation where opportunities as well as challenges coexisted. How to stifle the existing inter-local government disordered competition, promoting the establishment of inter-local government cooperation mechanism to facilitate the promotion of sustainable and healthy development of regional economy has become an inevitable crucial issue in the process of domestic administrative reform. Currently, the research about studying on the influence or effect of the relationship of competition and cooperation among local governments concerning regional economic development, has not got sufficient attention from academics. Therefore, this research will create important practical values not only, but also have profound theoretical significance.This paper reviews the research literature regarding local government competition, the local government and local government cooperation, analyzes existing research deficiency from theory and practice systematically, thus carrying on a preliminary exploration from a new perspective. After analyzing the general theoretical analysis on the relationship of competition and cooperation among local governments concerning regional economic development, this thesis discusses and expounds the current main problems and the reasons regarding the relationship of competition and cooperation among local governments in regional economic development. Research shows that disordered competition and deficient cooperation between local governments in regional economic development result in resistant effect provided by the local government in regional economic development. Therefore, it is important for promoting regional economic development to build benign competition relationship between local governments. By drawing on Japan’s "integrated administration" mode, the successful experience of the US interstate relations, this thesis combined with China’s specific national conditions and summed up the countermeasures of benign relationship between competition and cooperation in accordance with our own national situations.This thesis puts forward that by establishing laws and regulations made between healthy competition and cooperation of local governments from macro and micro perspectives; to build scientific and reasonable sharing of benefits and compensation mechanisms for regional governments; to improve the mechanism of appraisal promotion of local officials; to further accelerate the transformation of local government functions; to improve the function of inter-regional cooperation organizations and training the competing cooperative awareness of officials, and other measures to enhance the competing ideas to promote the healthy development of relations between the local governments competing regional economic development.
