On The Local Governments' Relationship In A View Of Regional Politics And Economy

Since1980s, economic globalization and regional economic integration have got a fast development, and the regional economic competitiveness is reflected on the countries' economic strength. The17th CPC national congress has clearly promoted that carrying on the general strategy about the regional development to perfect the regional policy, abiding by the rule of the market economy and breaking through the limitation of the administrative zone to form several economic zones closely related. In our country, the regional economics has walked into an important and fast developmental period. The local governments, as the subject of administrative and the subject of the public management, are playing an irreplaceable role in the progress of integrating the general competitiveness of the region and promoting the sound development of the regional economy.Affected by the role of limited reasonable "economic man" and stimulated by the mind of local benefit-maximized, the local governments have made a fierce competitive centered on the local economy with each other, and of which, the improper competition has caused a series of problems. How to guide the governments'reasonable competition, how to treat the cooperation of the governments, how to coordinate the relation among the local governments, and which governance is the best, all of which has become some burning problems. It is necessary to analyze the relation of the local governments to meet the requirement of regional integration and to guarantee the sustainable development of our society.In this paper, on the basis of straightening some relative concepts, the local governments'relationship in the view of regional politics and economy was first analysed on a macro level. The competition relationship and the cooperation relationship were the two main perspectives in the process of developing, and the formation, the content and the ways of competition and cooperation both exerted an important influence on the development and reform of the local governments'relationship. All of these asked for a harmonious development. Then, the relationship of the governments in Shandong Peninsula Blue Economy Zone was further analysed on a mirco level in order to find out a scientific and effective way to form a coordinated development with the best effort of the relative governments.
