Study On The Competition And Cooperation Relationship Between Chengdu-chongqing Economic Zone Local Government

Studying the local government competition and cooperation relationship can notonly enrich and develop modern administration theory, but also efficiently promote andthe regional cooperation, improve the benefits and quality of the regional economicdevelopment, foster new regional economic growth pole, and accelerate the speed ofeconomic integration. Chengdu-Chongqing Economic Zone with Chengdu andChongqing at the core, which is the cross areas of “the Western Development strategy”and “the Yangtze River Development Strategy”, accumulates the elite of botheconomic development, and its development potential is huge. Under such background,this paper is hoping to provide favorable reference and policy suggestion to realize thesustainable, stable and sound development of the macroeconomic as well as localgovernment economic cooperation and coordination in other areas by studying thelocal government competition and cooperation relationship within Chengdu-Chongqing Economic Zone and thoroughly analyzing the underlying problems existedin the local governments in various levels in the integration process ofChengdu-Chongqing economy, thus gradually establishing competition andcooperation system based on unified, open, competitive and orderly marketcompetition. According to the characteristics of this issue, this paper adopts researchmethods of literature retrieval, and combination of theory and practice.Firstly, this paper elaborates the current situation of the local governmentcompetition and cooperation relationship within Chengdu-Chongqing Economic Zonestudied by scholars at home and aboard and introduces the basic theory aboutgovernment relations, which establishes theoretical basis of this paper.Secondly, this paper studies the current situation, problems of the localgovernment competition and cooperation relationship within Chengdu-ChongqingEconomic Zone, and points out the factors influencing competition and cooperationrelationship; meanwhile, this paper also analyzes the problems existed in relationshipamong local governments in the process of economic development, and the reasonswhy these problems produced from the perspectives of government performancemechanism, cooperation mechanism, authority-decentralization reform, coordinatedmanagement institution construction and laws and regulations construction. Thoughthere exist certain local government competition and cooperation obstacles, these obstacles can be overcome, and the local governments within Chengdu-ChongqingEconomic Zone should solve this problem as soon as possible.Thirdly, based on the above analysis of the reason of imbalance, this paper putforward corresponding countermeasures and suggestions to optimize the localgovernment competition and cooperation relationship within Chengdu-ChongqingEconomic Zone: First, mold a favorable competition and cooperation concept amonglocal government within Chengdu-Chongqing Economic Zone: a. broad region concept;b. long term cooperation concept. Second, improve the competition and cooperationenvironment: a. transform the function of the government; b. optimize the performanceevaluation. Third, perfect the competition and cooperation mechanism: a. establishregional benefit-sharing mechanism; b. perfect regional benefit compensationmechanism; c. formulate contract breaching punishment mechanism.
