| Xilingol currently still continue to use the traditional pastoral unified social management system, but it has showed significant inadaptability with the new stage of social development, and is still deepening with the development of social governance innovation. It is a new choice and new challenge for Xilingol pastoral to reform the social management to social governance. It helps to promote national unity and the stability in border areas as well as the consolidation of the harmonious development of society as a whole. The optimization of social governance mechanism emphasizes the diverse participating subjects, compounding of governance methods and the collaborative governance. Taking Xilingol pastoral as an example, this paper studys on the current situation on the Xilingol pastoral and social governance mechanism optimization from the perspective of social management innovation, based on relevant literatures and researches, to promote Xilingol pastoral governance. This paper consists of three parts. First, the analysis of the current situation of pastoral Xilingol Status and mechanisms of social control. It points out the shortcomings of the status quo social governance mechanisms of Xilingol pastoral by fieldwork and analysis related to data collection, and then analyzes the causes and mechanisms of social control situation. Second, the analysis of the need and the details of the optimization of social governance mechanism for Xilingol pastoral. According to the theories and practice, it comprehensively analyzes the necessity for Xilingol pastoral to optimize the social governance mechanism, and then elaborates the details. Third, the analysis of the methods for Xilingol pastoral community to optimize the governance mechanism. Using the polycentric social governance theory, it comes up several methods for the different subjects of governments, businesses, community organizations and social pastoral herders of Xilingol to optimize the governance mechanism. |
