The Holistic Governance Perspective Of Urban Community Public Service Study

The comprehensive implementation of the reform and opening-up has deeply transformed the economic and social structure of China. Communities replaced work units to be the basic structure units in new era. So far, there are more than 500 million people living in urban communities and nearly 140 million floating population flowing into communities. The expanding urban community is called the cornerstone of society in new era. Community public services, as the core of urban communities, along with its supporting service are highly concerned by the society.After developing for several years, the public service in Chinese urban community has become the place in which it interacts with government, market, society etc. Based on the fact of limited financial resources and weak governance capacity of governments, it was obvious that the polycentric supply mechanism without administrative management became the general measure to reform urban community public service in China over the past several years. However, the polycentric supply mechanism has manifested status that "low overall level, poor efficiency and supply-demand imbalance", and warns us that blindly getting rid of administration may cause weak Pareto efficiency due to the lake of public service and its platform. In 2013, Third Plenary Session of the 18th CPC Central Committee proposed the goal that "we shall promote modernization of national governmental system and governance capacity", strengthened the governance capacity in urban community public service and cooperated with new policy which was a wise decision. To strengthen governmental management capacity requires insisting on the government-oriented principle and attaching attention to the effect of market mechanism and societal forces. Furthermore, the government should optimize community public service, satisfy the diversified need of resident, improves the grassroots governance by coordinating and integrating the holistic governance.This thesis is based on the theory of holistic governance, public products and public choices, and adopts such methods as literature analysis, empirical analysis and comparative analysis. In this paper, several relatively mature communities in Nanning are taken as examples in order to summarize the current status of governance of urban community public service and discuss the results and difficulties. Learning from the experience of Western developed countries, this paper suggests that the government should reconstruct the idea of completing the government’s overall govern urban community public service. On the fundamental of the idea, the government ought to set up the diversified and different supply mechanism that leading by government and the insurance system that it matched thought coordination and integration. Finally, reach the goal that promote the capacity of urban community public service and realize the sustainable development of society.
