Research On The Integrated Governance Of Smart Community Public Service Based On Content Analysis

Since the 18th National Congress of the Communist Party of China,the level of urbanization in China has increased year by year.Meeting the expectations of residents for a quality life is a question that governments and urban builders need to consider.The report of the 19th National Congress of the Communist Party of China pointed out that it is necessary to strengthen the construction of the community governance system and promote the downward shift of the focus of social governance to the grassroots.Among them,how to integrate modern technology into community governance and improve the level of social governance has become the focus of governance.In recent years,with the explosive development of new technologies such as mobile Internet,big data,Internet of Things,and artificial intelligence,the craze for smart city construction has arisen in China,and the practice of smart communities as a smart city construction has begun to be piloted in major cities.In order to effectively protect and promote the construction of smart communities,the state has issued corresponding policy opinions to protect them.Local governments have also integrated their own development practices and introduced guidelines and related policies to adapt to local community construction.The focus of this paper is on how to break through existing barriers and limitations and build a more rational smart community public service solution in the process of using technological change to promote community governance innovation and using information technology to optimize community public services.In order to solve the problem of fragmentation and decentralization accompanying the new public management movement,in the 1990s,the theory of holistic governance emerged with the background of the gradual development of information technology,providing an opportunity for government governance innovation.Because of the fit between holistic governance and smart community public services,this theory can provide practical guidance for the study of public services in smart communities.Therefore,this thesis will explore effective ways to improve the ability and level of public service in smart communities under the guidance of holistic governance theory.Through the analysis of the online news texts,it can be found that the construction of smart communities has achieved initial success,the state and regional policy support has gradually increased,the use of information technology has gradually deepened,and a variety of public service models have been formed.This thesis takes the overall governance as the theoretical perspective,through the innovation of theoretical application and method application,to in-depth discuss the public service issues of the smart community.It is divided into six parts:the first part is the introduction.On the basis of analyzing the background of the construction of the smart community,it focuses on the research trends of the smart communities by domestic and foreign scholars,and based on this,the research process and achievements of the smart community and the future needs.The direction of the effort,at the same time,the research ideas and methods used in this paper are introduced in detail;the second part clarifies the related concepts of the intelligent community and the intelligent community public service,the meaning and enlightenment of the overall governance theory;the third part introduces the research of this paper Design,including the presentation of the problem,the selection of the tool,the extraction of the sample,the determination of the analysis unit and the coding table,and the reliability and validity test.The fourth part is based on the relevant results of the content analysis method to conduct an in-depth analysis of the current status of the public service of the smart community;The fifth part is based on the status quo of the fourth part,further analysis of the dilemma of the public service of the smart community;In the sixth part,based on the theory of holistic governance,combined with the current status and predicament of the public service of the smart community,a scientific and feasible smart community public service promotion strategy is constructed.
